Description officielle

In connection with the attached letter to Senator Sparkman concerning the "seizure" of the Alabama meteorite, the following is offered as a basis for reply: The Air Force feels a very definite obligation to identify and analyze things that happen in the air that have in them a menace to the United States and, because of that feeling and in pursuit of that interest, the Air Force established an activity known as the Unidentified Flying Object Program. In connection with reports of an unidentified flying object which fell from the sky at Sylacauga, Alabama, the Air Force authorities at Maxwell Air Force Base sent two officers to investigate. The investigating officers talked with the Mayor and the Chief of Police of Sylacauga, Alabama, and the object which had fallen from the sky through the roof of Mrs. Hodges' home was turned over to them by these two public officials for further examination. It was flown to the Air Technical Intelligence Center at Wright-Patterson Air Force Base, Dayton, Ohio, and there determined to be a meteorite by competent technical officials. Subsequent to that it was returned to Mrs. Hodges through the intermediary efforts of SAFLL. 1 Incl: Memo Route Slip dtd 27 Dec 54 to AFOIN fr Mr Wilson, SAFLL w/1 Incl. JOSEPH A. Dear Mr. Davidson: You recently requested a copy of a press release concerning the meteorite which I returned to the attorney for Mrs. Hewlett Hodges on 9 December 1954 in the office of Congressman Roberts of Alabama. There was no press release issued by the Air Force concerning this matter. For your information I am setting forth the basic facts concerning the Air Force's interest in this meteorite. In line with the responsibility of air defense of the nation, the Air Force feels a very definite obligation to identify and analyze things which happen in the air and which may indicate a menace to the United States. The Air Force has established an activity known as the Unidentified Flying Object Program to pursue that interest. At the time of the reports that an unidentified flying object fell from the sky at Sylacauga, Alabama, two Air Force officers from Maxwell Air Force Base, Montgomery, Alabama, were sent to investigate. The investigating officers talked with the Mayor and the Chief of Police of Sylacauga, Alabama, and the object which had fallen from the sky was turned over to them by these two public officials for further examination. It was flown to the Air Technical Intelligence Center at Wright-Patterson Air Force Base, Dayton, Ohio, and competent technical officials there determined it to be a meteorite. The Air Force then took immediate steps to have the meteorite returned to the attorney for Mrs. Hodges of Sylacauga, Alabama, upon whose home the meteorite fell. Sincerely yours, [Signed] JOE W. Dear Senator Sparkman: I refer to your recent expression of interest in behalf of Mr. Paul W. Mathews concerning Air Force interest in the meteorite which struck in Sylacauga, Alabama, during November 1954. Hewlett Hodges of Sylacauga, Alabama, upon whose home the meteorite fell. I trust that this information will serve to indicate that the Air Force has no desire to encroach upon the lives of private citizens but acts only in the defense of the United States. Dear Mr. Keyhoe: This will acknowledge your letter of 2 December 1954, in which you requested information about unidentified flying objects. Many of the questions contained in your letter concern sighting reports by naval personnel. This Office does not receive such reports and is in no position to comment on matters related thereto. All reports of unidentified objects originating within the armed forces are sent directly to the cognizant group at Wright Patterson Air Force Base in Ohio, since the Air Force is the responsible agency in this investigation. You are advised to refer to the Air Force all inquiries concerning such reports, regardless of their source. Both the Army and the Navy are actively cooperating in the expeditious handling of sighting reports and assisting to the best of their abilities when requested by the responsible group within the Air Force. This Office maintains liaison with the Air Force in order to keep advised of the status of the investigation. According to the information received to date, there is insufficient data available to prove any single hypothesis regarding this peculiar phenomenon. There is no indication whatsoever that any danger may be involved. With reference to your question concerning a statement by Dr. Urner Liddel that was published in Look Magazine in 1951, it should be stated that the opinions expressed in that article were based on the information available to him at the time. There is no doubt that many unidentified objects noted during that period were high altitude research balloons. The Air Force is now informed of all such balloon operations under cognizance of the Navy. For your further information the Office of Naval Research is currently interested in many applications of magnetics and magnetic materials, including basic factors affecting them. However, no work in the field of "magnetic power" as such, is under consideration as a possible means of propulsion for guided missiles and/or space vehicles. [continues on next page] REC'D stamp. Chief, Office of Naval Research, Navy Department, Washington 25, D. C. Attention: Lt.Cdr. Frank Thomas, ONR. Dear Sir: In the past few months, I have received conflicting statements from various sources about the Navy's part in the investigation of Unidentified Flying Objects, and its opinions in certain cases. I should greatly appreciate official answers giving the Navy position in regard to the following items. 1. The Tremonton, Utah motion pictures, taken by Navy Warrant Officer Delbert C. Newhouse, July 2, 1952. In the May, 1954 issue of TRUE Magazine, Capt. Edward J. Ruppelt, USAF, states that photographic experts found the Navy's evaluation methods faulty. This is contrary to my understanding. I have been led to believe, by informed sources, that the Navy analysis made these points: A. They (the objects) appear to be a light source rather than reflected light. It is felt that if they were reflected light some blinking would have occurred as they passed through the flight movements observed on the film. B. The size of the objects could not be determined as they appear merely as points of light, however they all seem to be of the same size. C. The shape of the objects could not be determined for the same reason, but they appear circular. D. The general color of the objects seems to be bluish-white, the other colors noted apparently being due to color aberration in the lens and due to processing defects. E. Speed of the objects can be calculated only on the basis of the distance from and their movement relative to, the observer. It is felt that if the objects were balloons or aircraft of known dimensions, they could have been identified if within a distance of 5 miles. [continues on next page as Page 2] [PAGE 35] Page 2, letter dated Dec. 2, 1954, to the Chief of the Office of Naval Research, attention of Lt. Cdr. Frank Thomas. The resolution power of the lens is insufficient to identify objects of such dimensions if in excess of five miles. If the distance is assumed to be five miles and the movement perpendicular to the line of sight, the average velocity would be 653.5 mph; likewise, at 2½ miles distance the average speed would be 326.75 mph, and at 7½ miles, 980.25 mph. F. Generally, the movement of the individual object in flight appears to follow an ellipitical or circular pattern within the group. G. It cannot be determined what the objects are. However, there are a few things which it is believed they are not: 1. Balloons -- with the telephoto lens used, weather balloons within five miles distance could have been identified. The speeds calculated for the objects if only 2½ miles away of 326.75 mph is in excess of any wind blown balloons. 2. Aircraft -- within a five mile range an aircraft of 40 foot wing span could be identified clearly. At the time the photographs were taken, there was no group flying by aircraft capable of the assumed speeds, and certainly not capable of such maneuvers at those speeds. 3. Birds -- these objects appear to be a light source rather than reflecting light, but should they be only reflecting light no bird is sufficiently reflective to cause the film to react as strongly as it has done. (This ends the material which, I understand, constitutes the main points of the official Navy analysis by the U. S. Navy Photo Interpretation Center, Washington, D. C.) I should like to know whether the points listed above are in accordance with the Navy analysis, and also any other information which can be given me in regard to the Tremonton, Utah picutres. I should like to know whether Warrant Officer Newhouse was ever given back the original of this film, whether he received a copy of the Navy analysis, and whether he is permitted to discuss the pictures with the press, or to correspond in regard to them. 2. In 1951, Dr. Urner Liddel, of ONR, was quoted in LOOK Magazine and elsewhere as stating that "There is not a single reliable report (of UFOs or Flying Saucers) which is not attributable to the cosmic balloons." In 1952 and 1953, I was officially informed by the Air Force that this was not correct, though they had carefully matched the course and position of cosmic-ray balloons with UFO sighting reports. In view of this, does the Navy agree with Dr. Liddel's 1951 statement? If so, why is the Navy taking part in the continued investigation of Unidentified Flying Objects. [continues as Page 3] [PAGE 36] [Page scanned upside down.] Page 3, letter dated Dec. 2, 1954, to the Chief of the Office of Naval Research, attention of Lt. Cdr. Frank Thomas. 3. I should like to know whether the July 23d (1954) Potomac River Naval Command directive on UFO reporting has been since revised, and if so I should like to have a copy of the revised directive. I understand, after a study of Air Force Regulation 200-2, August 12, 1954, that the PRNC directive was based on this Air Force Regulation, and that this Navy cooperation was at the request of the Defense Department. Is this correct? Also, I should like to know whether this directive, in the same or similar form, was issued in other Naval Districts, and to our Navy forces abroad. 4. An AEC chemist, or a chemist formerly with AEC, named Leon Davidson, has written me his conviction that the so-called "Flying Saucers" are secret Navy devices. He refers to alleged Navy secret annual reports and references to round aeroforms and artificial meteors, some of which he claims were at least partly developed in 1942. Several times, I have discussed these suggestions -- not necessarily as from Davidson -- with Rear Admiral Calvin Bolster, USN, (now retired), and Rear Adm. Delmar Fahrney, USN, Ret, both of whom are Naval Academy classmates of mine. Both convinced me that there was absolutely no foundation for the claims such as Davidson has made. In addition, I am sure such devices would have made present jets obsolete; we would have used them in Korea -- perhaps toward the end of World War 2 -- and certainly would not now be in any serious danger from any other nation's conventional aircraft or conventional missiles. (We would, however, have violated the boundaries of practically every nation on earth, in tests and practice operations, if this were the true answer, since the "Flying saucers" have appeared practically everywhere on the globe.) For all these reasons, I am absolutely convinced that the UFOs are not a secret device of this country. But I should like a direct answer on this point, unless it is inconsistent with national security. (I realize that the armed services may now be experimenting with devices that could be mistaken for the Unidentified Flying Objects seen in our skies, or for the smaller ones, but I am sure there is no foundation for believing that secret American devices explain the sightings of the past 10 years -- nor most of the present ones.) 5. On May 14, 1954, according to the Dallas Times and several radio commentators, Major Charles Scarborough, USMCR, reported sighting a group of 16 UFOs which he said they could describe only "as flying saucers." His quoted statement was reportedly confirmed by members of the Marine Corps jet flight which he was leading at the time. I should like to have any Navy material available in regard to this sighting, including the final conclusion. 6. I have been informed by various sources that UFOs were reported on the night of August 6-7, 1953, by one or more Navy pilots stationed at Barber's Point Naval Air Station, Hawaii. I should like to have any material available on this sighting. [continues as Page 4] [PAGE 37] Page 4, letter dated Dec. 2, 1954, to the Chief of the Office of Naval Research, attention of Lt. Cdr. Frank Thomas... 7. Finally, I should like to have a statement of the Navy's conclusions, if available, in regard to the probable motives for the UFO operations. In the Navy's opinion, does the accumulated information on "flying saucers" or what the Air Force now terms UFOB's, constitute grounds for believing there is any attendant danger? 8. According to a source I believe reliable, the Navy is now experimenting in the field of magnetic power, for propulsion of missiles and/or space vehicles. Since the Air Force publicly announced, some time ago, that it had contracted for research into all phases of magnetics, it seems logical to believe the Navy is carrying on similar research. Will the Navy verify this? I should welcome any additional information which you feel is appropriate, in regard to the Navy's position on Unidentified Flying Objects. Very truly yours, /s/ Donald E. " I would appreciate receiving answers two questions con- cerning this “fact sheet". Your office is the only source for these answers, since the Air Technical Intelligence Center is "eharged only with the investigation" and cannot give out reg i while the Air Foree Press Desk in the [ffice of Publie Informat upply “only that information which is readily available" in thet office. {1} The fact sheet, at the bottom of page 2, states that one of the explanations of known types of visual sightings is: "6, Brilliant flashing lights that sometimes appear red an white in color have been reported by observers. This t has been traced to a new ro giana system of commercial six lines and military aircraft..." My question is:In which specific cases did this lighting system prove to be the explanation? In particular, did it prove to . the explanation in the following cases: Febe 15, 1953, at St. Matthews, S.C., reportcd to Shaw AFB. "The object appeared to be a bright white light, which now then would turn reddish."(Reported by Mr.and Mrs. Johnny Owings.)? Feb.9,1953, over Washington, N.C., reported to Second Marine Air Wing HQ at Cherry Point, N.C. [PAGE 51] [2] The fact sheet, at the bottom of page 3, states: : “The Air Force would like to state that no evidence has been received which would tend to indicate that the United States is being observed by machines from outer space or a foreign government. * : In bharp contrast to this, the Air Force press release of ps | 1952, based on the minutes of your press conference at the —_— : on July 29, 1952, stated: : "The Air Foree has whited in the past, and reaffirms at the present time, that these unidentified aerial phenomena are not a secret weapon, missile, or aircraft, developed by the United States. _ None of the three military departments nor any other agency in the _ government is conducting experiments, classified or otherwise, with flying objects which could be a basis for the reported phenomena. My ¢ question te Loe age iss. What is the present official position of the US. Air Forks « on . the question of whether or not “flying saucers" are,and have been in many of the important cases, merely secret aircraft, missiles, and weapons, under development or operational use by the United = Government and ite agencies? It is obvious, from a comparison of the two Air Force statements quoted above on this page, that the Air Force no longer deni sha : flying saucers are American devices. I would like to. get from you, if possible, an explicit statement to this effect, rather than relying on the implication sone in the omitted sentences. . hardy necessary bo rewind you that the photograph on — page 163 of OPNAV P-51-110, Oct.1, 1952, gives the direct lie to the Air Foree press release of August 1952, quoted above. The blame for — _ this prevarication attaches to the officer who wrote the press release, _ _ sinee you yourself very skilfully avoided any direct statements at that press conference. Your statement "We have nothing that has no — Mass and unlimited power!" is a classic which Setorven preservation in the archives.) 1 would very much appreciate receiving whatever answer to make to the two questions propounded in this letter. Dear Sir: I am a regular Airmen going into Air Force Intelligence. I must admit that the main reason or one of the main reasons I come into the Air Force was so I could go behind the scenes and see the Utah Films. I'm sure, sir, you have heard of the Utah films taken by Warrant Officer Delbert C. Newhouse at 11:10 A.M. on July 2, 1952 showing the Air Force that they had the proof that Flying Saucers, or Unidentified Flying Objects (UFO) were real. This proof, the Air Force had been waiting for since June 24, 1947 when Kenneth Arnold set off the "Flying Saucer" uproar. Sir, I'm a citizen of the United States, the greatest country in the world, and I love my country and the people in it and I believe like most Americans in knowing the facts. I would like to see the film sir, because, going into Air Force Intelligence, I am most interested in the Flying Objects which have been observing our country for the past 8 years. [PAGE 64] [Newspaper clipping, "The Evening [Leader?]", "Combining the Union County Journ[al]", Vol. 8, No. 42, Marysville, Ohio, masthead tag "If It's for the Good of Marysville and Union County WE'RE FOR IT!"; handwritten note at top "This account is correct, yours truly, R. Warrick" dated 1 March 55.] Headline: "'Saucer' Experts Stumped — Jerome Teachers, Students Watch Strange Occurrence In The Sky." Local "flying saucer" scoffers were stumped today by the remarkable Friday afternoon experience of two Union county teachers and at least 60 youngsters. Their observation: A cigar-shaped silver object traveling at terrific speed that wafted a blanket of "angel's hair" for a least three miles. The account of the incredible phenomenon was told the Journal-Tribune by Mrs. George Dittmar of Marysville and Rodney Warrick of Rao[-something]nd. Mrs. Dittmar is a teacher and Warrick the principal at Jerome Special school in the southeastern corner of Union county. Story told by the two reliable teachers—without their previous knowledge—closely parallels the previous experiences of people in at least three countries. The Friday phenomenon was first observed at the Jerome elementary school when youngsters on the playground about 3:15 p.m. called Warrick outside. Warrick, ill at home today—with a cold and presumably no aftereffects of his experience—said when he first went outside the cigar-shaped object was hanging motionless. "Then it took off quite rapidly," he said, "disappearing in a short time." He said it traveled horizontally. Mrs. Dittmar, in the building when Warrick called her, said she went to the fire escape but the object (said by the children to be "blinding") had already disappeared. Similar accounts have been made in California, in France and in New Guinea in the past two years. However, neither teacher had heard of the previous accounts of what has been dubbed as "angel's hair." The term is the title of an article on such phenomenons in the November issue of "Pageant" magazine. Written by Lt. Col. James C. McNamara, the article gives accounts of several witnesses to the fall of the substance termed "angel's hair" because of its resemblance to the spun glass fluff used in decorating Christmas trees. McNamara also reports that some of the substance has been captured on cloth and placed in a jar for observance. Similar experiences to that of the Union county group, according to the article, have been reported as follows: In February of this year at Puente, Calif.; Nov. 1953 in San Fernando valley, Calif.; Oct. 1952 at Gaillac, France; August 1953 at Port Moresby, New Guinea. Each account tells of the webby vapor likened sometimes to "bright whitish filaments like glass wool," "lacy ribbons," or "a stream of white lacy substance." And in each case, the substance disintegrated with the touch of human hands leaving no trace for laboratory analysis. There's been no decision on its origin—outer space, foreign craft, or governmental experiment? Locally it will remain a matter of conjecture and a never-to-be-forgotten experience for Mrs. Dittmar, Warrick and their students. [sub-clipping] In its wake was a trail of webs that Warrick and Mrs. Dittmar, driving home later, said were strung from one side to the other of wires along the road all the way to the Columbus road. Warrick said part of the cobweb-like substance fell in long strands and part of it came down in balls almost like cotton. Trees, bushes and wires were covered. Warrick said: "It looked to be like asbestos and felt like asbestos." Both Warrick and Mrs. Dittmar related that when they were able to catch two ends of a strand the stuff could be pulled out into a long thread—"so tough", Warrick said, "that it couldn't hardly be broken." Within less than a minute after being touched, however, the substance would completely disappear. [sub-clipping] Both teachers also concurred in the report that when only one end of a strand was touched, the substance would roll into a ball before disentegrating. Possibly the strangest part of the report is that when anyone even touched the substance their fingertips would turn green. Mrs. Dittmar said she was able to rinse the green from her hands without even using soap. Warrick, as an experiment, didn't wash his hands. He said that they broke out into a cold sweat but that the green color disappeared in a half hour or 45 minutes. Warrick said today: "I have never seen anything like it or heard of anything like it. It was the most unusual sight I ever saw." He added that no one was frightened. The children—all 6th, 7th, and 8th graders—considered it "quite a lark" he said. Experience of the two teachers and the children is strengthened by the fact that similar reports [article continues, clipped] [PAGE 65] DEPARTMENT OF THE ARMY, OFFICE OF THE ADJUTANT GENERAL, WASHINGTON 25, D. The Canadian Department of External Affairs has informed this Headquarters through the State Department and the Joint Chiefs of Staff that permission has been granted, as an interim measure, for United States military and civil aircraft flying over Canadian territory to report vital intelligence sightings in accordance with the following principles: a. If possible, sightings shall be reported by radio to a Royal Canadian Air Force ground station or the nearest Canadian or United States radar station. b. If efforts to establish contact with such stations are unsuccessful, sightings may then be reported by radio directly to United States authorities. c. If, after failing to establish contact with a Royal Canadian Air Force ground station, a United States aircraft reports directly to an authority in the United States, that authority shall transmit the information immediately to the Canadian Defense Command. 2. These measures will hold until detailed procedures can be worked out between the Royal Canadian Air Force and the United States Air Force. An RCAF-USAF working group is presently meeting to do this. 3. It is believed that it would be beneficial to have a representative from CONAD sitting in on these meetings with the Canadians to insure that insofar as possible CONAD's desires are made known and satisfied. TO: Commander-in-Chief, Continental Air Defense Command, ATTN: Director of Intelligence, Ent Air Force Base, Colorado Springs, Colorado. 1. Inclosed are two copies of the draft for that part of the proposed combined CIRVIS which the working group has considered. Insofar as possible, the wishes of CONAD have been followed with the drafts left by Commander Thudium and other correspondence serving as guides. 2. Note that US military communications stations in Canada, Alaska and Greenland will address CIRVIS reports to the Canadian circuit as well as the US addressee list when they receive a report of sighting within or adjacent to the North American continent. This is to insure that the Canadian authorities get the report quickly to allow quicker investigative action than might be possible if the report were passed to them later. 3. Another item worth noting is 207a(1) which places the responsibility on one organization of making sure all addressees are notified. This will prevent several activities sending messages to one whose name might have been mistakenly left off the list. It is believed that CONAD is the appropriate US activity to do this. 4. The remainder of the CIRVIS should be reviewed this week and the completed draft ready for final coordination and submission to the joint staff for approval within another week or ten days. CONAD comments are desired on both this and the final draft. BY ORDER OF THE CHIEF OF STAFF: MAURICE A. AFOIN coordinates on the proposed revision with the following comments: a. The title of the document should no longer contain "from aircraft," "while airborne" or similar phrases since the paper will now cover sightings from the air and water and some from certain land observers. b. Enclosure "A" should have "JANAP 146(c)" removed from the upper right-hand corner of page 1-1. c. In sub-paragraph 201a(1)(a) add "Hostile or unidentified" at the beginning of the sentence. d. In 201a(1)(f) delete all after "unusual location." e. In 203 delete "or include" in the first line. f. In 205b add "or erroneous" after "friendly." g. In 206a(1) add "whichever is the more convenient," after "St. Hubert, Quebec." h. In 206b add "(2) Canadian and US military communications stations will multiple address the CIRVIS reports to the following address designations:" in the proper place after 206b(1)(a)3. Change the present (b) to (a) under this new (2). Then add under it after 4. "5. RCAF Air Defense Command (CANAIRDEF), St. Hubert, Montreal, P.Q.," and "6. Canadian Flag Officer, Pacific Coast (CANFLAGPAC), Esquimalt, British Columbia." in the proper marginal positions. Finally delete all of the present sub-paragraph 206b(2). i. In 207a(1) delete "insure that all CIRVIS reports" in the first sentence and replace with "review all CIRVIS reports to ascertain that they". Also add "and forward the reports to any addressees omitted." at the end of the sentence. j. After sub-paragraph 207a(4) add sub-paragraph (5) as follows: "(5) Sea Frontier Commands will be responsible for notifying CNO concerning CIRVIS reports." k. In 209a, place a comma after "addressees" in the second line and remove the comma after "authorities" in the same line. 3. At that time a g[illegible]p of JLT's (No. 51) were returning to Zastro after attending an astronomy lecture at Carson-Maxwell. On their hike back to Zastro they were amazed and startled to see approximately 8 UFO's race across Uracca Messa toward the East. The UFO's began an eccentric maneuver back & forth using their ground lights a great deal of the time. Since it was the first time most of [illegible] had ever seen a "flying Saucer" - you can imagine the fright created. The amazing NW 91198 DocId:34745775 Page 147 [PAGE 148] [Handwritten letter on Philmont Scout Ranch, Cimarron, New Mexico letterhead; page number "12" at top right; "(8)" below the letterhead] thing, however was the fact that two of them seem to have spotted the g[illegible]p & did movements in that direction. Two of the scouts, whose names & addresses appear below, hit upon the idea of attempting some kind of communication. Since I had told them that the UFO's which the airforce had investigated were found to be built on the same mathematical scale as ours, they sent the number Pi (π) - 3.1416. Needless to say they were all astounded when the UFO returned the same signal. It frightened them so much that they hesitated about making another attempt - & before long the two UFO's left. The two main boys in this attempt were - James D. Nye, Rt. #1, Box 515, Brownsville, Texas, and Edward James [illegible]son, 14579 Northlawn, Detroit 38, Michigan. July 10, 1955 Public Information Officer Wright-Patterson Air Force Base Dayton, Ohio Dear Sir: I am studying the possibility of doing a magazine piece on the subject of Unidentified Flying Objects and the Air Force effort to check out all reports turned in on sightings or alleged sightings. I am especially interested in whatever units have been assigned the special task of making such investigations and the procedures involved. Can you send me some preliminary information on this subject and tell me what part of the operation, if any, will be classified and therefore unobtainable? I am more interested, of course, in the men who do the job, than in precise technical data. And I am sure the subject can be handled in such a way that the populace need not be disturbed, but rather reassured that the Air Force is so thoroughly on the job. I would appreciate it if you could send me certain unclassified documents which I believe pertain to the subject. These would be AF Regulations 200-2 and 200-7, plus an account of early UFOB operations which I believe is called Project Bluebook. If your office is not the correct one to approach for the above information, will you please forward this letter to the proper contact? However, I believe that the impetus for the operation must stem from Wright field. Should this idea turn into a story, I probably will do it in collaboration with another Mill Valley writer, Monty Waite, with whom I work occasionally on chores for Post and Colliers. Many thanks for any assistance you can give me. Sincerely yours, [signature] George S. Burton, Box 173, Chase, British Columbia, Canada, observed an unidentified object near her home on 9 August 1955. The observation was made on a clear day with only one or two small clouds in the sky. The observation was made between 5 and 6 p.m. with the sun shining brightly. According to Lt. Burton, she saw an object, saucer in shape, both on top and bottom with something on top resembling a stack. The object was silver in color and passed from east to west and was under observation for about 20 to 30 seconds. No change in speed or altitude was noted while under observation. The object was estimated to be at 8,000 to 10,000 feet in altitude and about a quarter of the size of the moon in size. This sighting is the only time such an object has been sighted by this individual according to Lt. Burton. This one individual is the only person known to have observed this particular object. On Flight 14 of the 6th at approximately 1925 EST, geographical position approximately 16 nautical miles north of the POU Omni Range, 004 degree track, at 5000 ft. with a clear sky above, unlimited visibility horizontally and a smoke layer below, sighted an unidentified object with a blue-white exhaust flame between a half mile or mile directly ahead at approximately 1000 ft. above our position on what appeared to be about a 200-210 degree heading in about a 15-20 degree angle descent. In approximately 3 seconds the object had moved from directly in front of us to about 100 degrees from our track placing it off our left beam and was then omitting a lot of sparks as well as the blue flame. At that time, it exploded with a blinding flash within, I would say, a half mile or mile of our position. Flight 412, who, I believe, was in the vicinity of ALB at about 8000 ft. reported seeing the flash although he was northbound. Southbound Flight 33, who was approximately just south of Coxsackie at about 6000 ft., also reported seeing the flash. I could not see what the object was except that it appeared like a rocket ship - although that is, perhaps, partially imagination because all I really got a look at was this trail of flame and, just before it exploded, it seemed like pictures I have seen of a stage falling off of a rocket. I don't think it was an airplane as I did not observe any position lights. I feel certain that it was not a meteor as we had been looking in that direction and it just appeared. There was no trace of it until it got right in front of us. Its speed did not seem to have been in excess of 400-500 mph. FWC:GA. F. W. Cushing. A. J. Schecht, First Officer. The method of obtaining lift described in the report is considered very ineffective as it is based on the principle of imparting horizontal momentum to the jet and entrained air. Lift can only be produced by imparting vertical momentum to the air or jet stream. b. The method described for producing translational control through introducing an assymetry in the jet should be effective. This type of control, however, does not provide all the control needed in an aircraft. In summary, this office does not consider the proposal to be worth further investigation. 3. The proposed Canadian-U.S. directive on an international system for reporting vital intelligence sightings is progressing favorably, and it is anticipated that an agreed draft will be referred to the JCEC for its coordination in the very near future. 2. The NATO does not have the collection capability suggested by basic communication, and the committee drafting the proposed joint Canadian-U.S. directive considered extension of the system to other nations. However, it was decided to defer this extension until the two-nation procedure had been through a trial period. SUBJECT: (Confidential, struck through) Reporting of Intelligence Sightings by Friendly Nations. TO: Director of Intelligence, Headquarters USAF, Washington 25, D. C. 1. Considerable effort has been expended at both Headquarters USAF and Headquarters CONAD to develop procedures for reporting vital intelligence sightings which are broader in scope than those presently contained in JANAP 146(C). Some progress has been made in that reporting by U.S. aircrew personnel flying over Canada, Greenland, and Iceland is now authorized. In addition, it is understood that several conferences with Canadian representatives have been held at Headquarters USAF to draft a U.S.-Canadian document which will replace JANAP 146(C) and will be directive in both countries. 2. The adoption by Canada and the U.S. of a common system of reporting is considered highly desirable, and brings to mind the possibility that other Allied nations might also participate in such an arrangement. The North Atlantic Treaty Organization in particular may offer the framework on which such an agreement could be based. It appears that there is considerable reporting potential in the merchant, fishing, and whaling fleets of NATO countries operating in the North Atlantic and contiguous northern seas; in their extensive transatlantic airline operations; and in the recently inaugurated transpolar operations of the Scandinavian Airline System. Other factors warranting investigation include the timeliness and reliability of reporting under a NATO system. 3. In view of the paramount importance of warning, it is requested that the feasibility of a NATO reporting system be examined and this headquarters be advised of your findings.
