He stated that he didn't understand these objects and for this reason wanted to report this matter to this office. He stated he had reported this matter to the Westfield, N.J. Police Department but they were too busy to check on this because they were shoveling snow. He stated he tried to report the matter to Civilian Defense but there was no answer."
