Page 131 2 [PAGE 4] Progress on Staff Recruitment • Between June 1-30, 2009 in response to job advertisements in multiple on line locations, BAASS received a total of 461 resumes. • The first level of screening (removal of applications on the basis of too frequent job changes, those obviously inexperienced to work at BAASS, non-US citizens etc) was conducted on all resumes. • Between three and four dozen phone and face-to-face interviews were conducted during the month ofJune. • As a result of intensive interviewing and the transfer of some engineers from Bigelow Aerospace to BAASS, as of June 30, 2009 BAASS has forty five full time employees and six part time employees in addition to the administrator (see table on page 3 below). Fulltime BAASS employees now include senior investigative personnel (backgrounds in law enforcement and AFOSI), engineers (specializing in electrical, software and astronautics), scientists (with expertise in physics and biology) as well as support personnel and security guards. 3 [PAGE 5] BAASS Employees AAP Person 4 Administrator AAP Person 7 Deputy Administrator Significant Part-time Fulltime BAASS Employees BAASS Employees AAP Person 8 Senior Analyst level V i:..AP Person 52 Senior Engineer level Ill AAP Person 9 Lead Program Manager AAP Person 53 Executive Assistant RTB AAP Person 10 Lead Program Manager AAP Person 54 Corporate Attorney AAP Person 11 Senior Project Manager AAP Person 55 Accountant AAP Person 12 Senior Project Manager AAP Person 56 Subject Matter Expert IV AAP Person 13 Senior Project Manager AAP Person 14 Mission Analyst AAP Person 15 Mission Analyst AAP Person 16 Mission Analyst AAP Person 17 Mission Analyst AAP Person 18 Lead Scientist level V AAP Person 19 Lead Scientist level V AAP Person 20 Engineer Specialist AAP Person 21 Lead Engineer AAP Person 22 Engineer Specialist AAP Person 23 Lead Engineer AAP Person 24 Lead Scientist level IV AAP Person 25 Subject Matter Expert I AAP Person 26 Subject Matter Expert I AAP Person 27 Subject Matter Expert I AAP Person 29 Subject Matter Expert I AAP Person 30 Mission Analyst AAP Person 31 Mission Analyst AAP Person 32 Mission Analyst AAP Person 33 Subject Matter Expert I AAP Person 34 Mission Analyst AAP Person 35 Mission Analyst AAP Person 36 Mission Analyst AAP Person 110 Mission Analyst AAP Person 38 Mission Analyst AAP Person 39 Mission Analyst AAP Person 40 Mission Analyst AAP Person 41 Mission Analyst 4 [PAGE 6] AAP Person 42 Executive Secretary AAP Person 43 Receptionist AAP Person 44 Director of security IAAP Person 45 Security Officer AAP Person 46 Security Officer AAP Person 47 Security Officer AAP Person 48 !Security Officer AAP Person 49 Security Officer AAP Person 50 Security Officer AAP Person 51 Security Officer Utah Ranch Security Officers We are optimistic that in the next month we can hire the first year's full complement of staff (approximately 50-60 personnel to begin the 2nd year) that will make BAAS$ the most maximally productive organization in this field. However, this will give BAAS$ a foundational base that will partially cover the investigative and analytical needs within the United States. s [PAGE 7] Progress on New BAASS Facilities During the month of Jun~AAP Person 4 jthe BAASS administrator, made substantial progress on two major real estate projects in line with anticipated future BAASS needs. (1) Underground Vault: The need for a highly secure underground vault operated by BAASS became apparent in line with a BAASS priority to pursue and acquire recovered hardware and biological samples from the corporate world and/or from private individuals and groups located elsewhere, including in Brazil. It was recognized by the BAASS administrator that there was no highly secure facility at BAASS to store exotic material or tissue that the organization could obtain. Accordingly, the BAASS administrator designed an underground facility to be located in North Las Vegas at the Bigelow Aerospace facility. The chosen location is exceptionally well protected by perimeter fencing and razor wire, surveillance cameras and 24 hour armed guards who are retired or current military. Further, the BAASS administrator during the month of June designed and created architectural plans for a 5000 sq.ft underground vault with 3 foot thick walls, ceiling and floor with a concrete access tunnel leading to multiple security doors, at least one of which comprises a thick vault steel door. The entire facility will be located underground at the Bigelow Aerospace facility with over 15-20 feet of earth above the structure. Any surface structures protruding from the ground will be extensively camouflaged. It is anticipated that subject to building permits, the new underground facility will be capable of being occupied by late 2009 or early 2010. More details on this project will be reported in the June 2009 BAASS monthly report. (2) New Buildings Purchased for BAASS: Because of the extremely rapid pace of BAASS personnel expansion (see previous section), the 6 [PAGE 8] organization is close to outgrowing the current BAASS facility. Accordingly, the BAASS administrator began planning for this eventuality late last year (2008) and in the past several months has personally visited and inspected close to fifty separate buildings for sale located in different areas of the Las Vegas Valley with a view to purchasing a new facility for the rapidly expanding organization. This lengthy, time consuming process culminated in the purchase of five new office buildings which will be customized for BAASS personnel use. As of June 31, 2009 these five buildings are now in escrow. It is intended that the buildings will include a 5000 sq ft laboratory and secure physical evidence storage facility and a second building will contain a secure conference room (SCIF) and adjacent office space for multiple personnel. These new buildings should be capable o'f being occupied by BAASS personnel by the end of 2009. 7 [PAGE 9] Progress by Earthtech on Production of 24-30 Position Papers on Physics of Advanced Aerospace Vehicles On December 31, 2008 BAASS awarded a contract to Earthtech lnternationallAAPPerson 57 Ito deliver 24-30 position papers that will be based on expanding and focusing on strategically important sub-projects from the 12 position papers previously delivered by the subcontractor on twelve (12) technical areas: 1.) BAASS has multiple laboratories that are ready to conduct forensic, photographic, metallurgic, chemical, isotope, biological, chemical analysis of any specimens that BAASS receives from MUFON. BAASS has already hired a team of high quality top investigators with extensive intelligence and law enforcement investigative experience. These investigators are currently located in Las Vegas and are trained to deploy as "special forces" rapid reaction investigative teams that are deployable anywhere in the United States if BAAS$ determines that high value UAP cases warrant additional investigations. However this investigative group is still too small to cover the geographic area needed in both the United States and overseas. Throughout the months of March through June, it became apparent that the number of cases that MUFON was providing BAASS was significantly lower than first agreed at the beginning of the purchase agreement contract. At the same time, it became apparent that MUFON was only spending about 50% of h ir II tted stipend per month. Accordingly, at the end of June 2009IAAP I AAP 1Persoo 4 . Person 4 proposed to reduce MUFON's monthly stipend by 50% while encouraging t e organization to begin to use the money that remained unspent to make up the difference. BAAS$ proposed, as per the purchase agreement, that there would be a further review of MUFON's performance by the end of October 2009. AAP Person 105 penned the following reply addressed to AAP Person 4 on June 29, 2009. The following is the text of the letter from MUFON to BAASS 11 [PAGE 13] MIJF©N ~ -•UFONo- Mutual UFO Network, Inc. I'843( a)(2) June 29, 2009 BAASS IAAP Person 4 Dea~AAP Person 4 We are in receipt of your letter dated June 25, 2009 regarding the Purchase Agreement Contract and suggested changes. Let me begin by saying that we at MUFON are very pleased with the positive changes we have been able to implement as a result of our agreement. More importantly because of the dedication of our two organizations we now, for the first time, have a defined and repeatable process for quickly analyzing new cases, triaging them to determine their level of importance, and quickly responding to key cases within hours of being neported. This is a HUGE step forward for Ufology 12 [PAGE 14] and would not have happened without BAASS and MUFON working together towards a common goal of rapid response. In regards to your suggestion to move funding to a mid-term level, we certainly understand your rationale for wanting to do so. Please understand that as we aggressively pursue other avenues of finding, and attracting, new cases that our support and deployment costs will rise accordingly. Four months is a very short timeframe to measure incident and expense results considering we were at ground zero just four months ago. MUFON accepts the reduction in payments for the next four months with supplemental monies to come from the initial funds allocated from February to June 2009. We hope that BAASS can reevaluate our monthly allocation in October 2009 based on the expected increase in expenses not only resulting from recent changes to deployment criteria but also to increased MUFON public exposure. Again, we are pleased to be providing services to BAASS and working together to solve the UFO mystery. Our goal at MUFON is to make this a mutually beneficial relationship for many years to come. Sincerely, AAP Person 105 13 [PAGE 15] lllllllrIIIIINII 11,111EIINIIITIIIEI• June 25, 2009 AAP Person Dear 105 This letter is to address the status of the MUFON Purchase Agreement contract that was executed between BAASS and MUFON in February 2009. Firstly, we are pleased to see that MUFON is moving ahead with plans to execute contracts with TV and other media as a means of raising Its national profile. With regard to BAASS's viewpoint on MUFON's performance to date, Section 7.0 of the purchase agreement defines three alternative scenarios based on this June performance review: 1.1 Immediate termination effective June 30, 2009, of the contract for Seller's failure to provide the quality and quantity of information to the satisfaction of Buyer. 1.2 Continuation ofthe Agreement under the same terms and conditions as agreed. 1.3 Continuation ofthe Agreement with a merit-based increase in price for the Product. There are two aspects that have emerged from MUFON's monthly reports that have caused BAASS significant concern. They are: (1) We note that for the month of February/March, MUFON spent $11,014.37 out of $74,666.67 allocated; in April, MUFON spent $23,803.95 out of $56,000 allocated; and in May, MUFON spent $23,812.00 out of $51,000 allocated. Therefore, it appears that BAASS is sending excessive sums to MUFON on a monthly basis. (2) We feel that MUFON's productivity does not match the monthly contract award. As of mid-to late June, BAASS has not received adequate number of cases to justify spending $51,000 per month, nor has MUFON ramped up its hiring rate to accommodate the monthly $51,000 stipend as evidenced by the fact that the monthly expenditures by 11843(a)(2) [PAGE 16] MUFON from April and May 2009 have reached a plateau at $23,803.95 and $23,812.00 respectively. For these reasons, we propose a Phase II funding level between July 1 and October 31, 2009 of $25,500 per month. This sum, when added to the unspent MU FON allocations (estimated at approximately $120,000 for February/March, April and May 2009} should be more than sufficient to almost double MUFON's present horsepower. Regardless of the above, we believe that the accumulation of large sums of unspent money was not in the spirit of the BAASS-MUFON purchase agreement. It may be argued that MUFON has taken some time to ramp up to the present levels and hence could not spend the allocated money. In response we propose that from July 1 October 31, if MU FON combines the monthly stipend ($25,500) with a monthly portion of the unspent BAASS money, then a net monthly sum of approximately $55,000 is available for MUFON's operations. We believe that this mechanism will be adequate for MUFON to expand to a higher level of performance between July 1 and October 31, 2009. By October 27, 2009, we will have another opportunity to examine the monthly contract award In light of MUFON's progress in expanding its organizational productivity. Sincerely AAP Person 4 Administrator, BAASS 11843(a)(2) [PAGE 17] SUMMARY AND INVESTIGATIVE REPORTS FROM MUFON FOR MAY and JUNE 2009 As requested, the following cases are investigative summaries from MUFON of cases for which they deployed SIP team members during May and June 2009. They drew sketches describing the size and shape of the craft.***** and ***** chose to draw their description using the same sheet of paper. ***** also showed me the picture she had taken of the craft with her 14 [PAGE 18] "Razzor" cell phone. 10:30 am I followed ***** and ***** out to the sight of the encounter. We drove from Pittsburg, Kansas to Scammon where they live, and the sighting occurred. Scammon is about 10 miles down Hwy 160. We decided that the best way to re-enact the night of the sighting was for me to enter their vehicle sitting in the front seat and have ***** drive, taking the same route as that night. ***** sat in the back seat. While I video taped, ***** drove as they both described the craft, where they saw it, and it's placement in the sky and over the trees. They described the craft as being as large as a small house hovering over the tree tops about 200 feet in the air. I asked them to describe the size by their arm at length showing my fist as a size comparison, and they said bigger. I spread my fingers, and they said bigger, more the size of both of my hands side by side. The color was an orange light undefined. ***** said it looked like the center was dark, and the light was coming from a tube light surrounding the craft. ***** didn't see that from her angle, but saw one large round/oval odd shape indescribable light with what lo,oked like an army net attached above it. It made no sound, had no smell, they followed the craft with their car and there was no electromagnetic effects. There were dogs barking, but they claimed that there are a lot of dogs in the area and that they bark all the time. I asked them what made them notice the object? They were out at 1 :23 in the morning looking for *****'s missing 14 year old son. He ended up being at the *****'s residence who is a neighbor down the street a couple of blocks away. The boys were in the basement working on a car. Both boys were thought to be missing. What made ***** look in the direction they did was the train. A Burlington Northern freight train passes through the edge of town quite frequently. There are 3 intersections so as it passes them, the train blows its whistle in 3 separate bursts. That night there was one long whistle burst. They though the kids might be in trouble on the tracks so with hearts beating fast they headed that way. That is when they spotted the large craft hovering at the end of the street. As they drove towards it, the craft moved about 1 mile an hour to the left, and as they approached closer, it shot off / backwards out of sight. They described the craft as being as big as a small house, hovering 200 feet over the tree tops, and only about 4 to 5 blocks away. ***** was afraid that her missing son may be aboard the craft because he wasn't answering his 15 [PAGE 19] ~ phone. They decided to drive home and retrieve *****'s phone to see if the younger son would answer a call from his older brother. When ***** came out ofthe house, he noticed that the craft was back. This time he said "mom let's chase it!" They raced towards it and found it at the end of the street. They jere at 1a43(a)(2) and it was 5 blocks down dead center at the end of 1843(a}(?.L .. As they sow y moved forward, it moved slowly to the left behind 1 some trees. They drove faster to get a better look and it was gone. ***** and ***** pointed out the houses where the possible other witnesses lived. The first was***** •••••, the father of the other missing boy. They didn't think he saw anything but showed me his house which had a green van parked in front. The other witness was•••••••••• Sr., grandfather of the other missing boy. •••••***** Sr. had claimed to have seen a Chinese lantern in the distance, float by his window while he was in bed. There was some confusion by the locals as to what Sheriff Department had jurisdiction over the town of Scammon. 4:30 pm I arrived at the Cherokee Co. sheriff's department. I had to ring in for access, explaining to the dispatcher that I was there to check on information concerning a dispatched officer to Scammon on April 4th or 5th at 1 :00 - 2:00 am. I was given entry and asked to wait at the window in plain view of the dispatcher. 5:00 pm I met with and spoke to a retired county sheriff *********who lived in Scammon. He didn't hear or see anything either night. I received the following info from him: ► No nearby military bases ► An army ammo plant is located in Parsons 10-15 miles away. ► HM Plant formally Slurry, is in the area. During 9/11 , there were military soldiers and police surrounding its perimeter guarding it. There was 11 million lbs of high grade explosives stored there; which was rocket fuel. It has since been renamed HM Plant and downgraded in size of inventory. ► Cherokee County pays no oil or gas taxes. ► The area has the largest coal shovel in existence standing 760 ft high. ► The train traveling through Scammon was a Burlington/NorthernlSanta ► Heart of the Heartland Railroad Museum is nearby. ► This area is the home of Deep Shaft Whiskey. 5:50 PM: I was finally able to speak to the Police dispatcher ********. She wasn't clear about whether or not a police officer was dispatched to Scammon that night. I next spoke to Sheriff **********who first told me that it was fireworks seen that night, and when I said "fireworks", he said well actually it was a guy who set off 3 Chinese 17 [PAGE 21] lanterns. I asked the sheriff the name of the individual who told him it was Chinese lanterns and the name of the person that had set them off. Sheriff *******told me he would get those names for me later. I also asked the sheriff the name of the officer that was dispatched that night and he said it was Deputy *******. Then, the Sheriff left. I knew I could find it later so I thanked him and left. 10:00 AM: I drove through town trying to find other witnesses on my list who might be home, but had no luck. 10:30 AM: I decided that it was time to leave Scammon. I had about a 325 mile trip and I could finish my research on-line or by phone. 04/23/09: To date, no new information has been obtained. I called Burlington/Northern and made inquiries about April 5th from 1 :00 to 1 :30 am and the engineers pattern of whistle blasts, but was told that whistle blasts vary. After several requests for the police report on April 5th, I still have not received an answer. Nor, has the Sheriff provided me with the name of the person who set off Chinese Lanterns or the name of the person reporting this action. The, witness is a Nurse. Witness was driving on highway encountered large Triangular Shaped craft - proximity within 100 feet at closest point. Witness said triangular vehicle was size of a B-1 bomber (her husband was in US Air force and she has been to many air shows) Heard loud rumbling sound, describes as like when you get a flat tire. (were no flat tires on vehicle after event) As vehicle was directly over her car, there was a Bright flash of light that illuminated road surrounding her vehicle and lit up inside of car, the ran car off the road twice. Event Blew out her cell phone - battery dead (was fully charged before incident) would not hold charge after for a long time. She tried to call for help without success Witness experienced physical effects upon arriving at work. Co-workers indicated she looked very ill; she tried to speak and could not talk (no voice - hoarseness) for a while and the co-workers voices were very loud (so loud sound reverberated in her head) caused pain. We may use her voice and refer to her as 1843(a)(2l because no one here calls her that. The first thing ***** saw looked like a distant star but what drew her attention to it was that there was a straight line in back of it. It got larger as she watched it. She also started thinking that her right rear tire was getting a flat because she heard a noise but she didn't really feel anything different. The car wasn't swaying. It seemed to her like dashboard wasn't lit up as it should have been. Her headlights weren't illuminating like they should have either. She got concerned for her safety and rolled up her windows. She tried to call 911 but her phone wouldn't work. She had used it the night before and that morning and believed it to be fully charged. As the craft got even closer, all of a sudden she could see three silverish, metallic blue rotating lights on each side of two sides. She started running off onto the side of the road trying to watch it. She watched the lights for approximately 20 minutes. At first she thought the light was from coming from Mt. Nebo. In the early morning light, she could see the line of the hill but the object was lower than that. The body of the craft. was black, dark. There were 3 lights on each side of two sides on the bottom of the craft. She couldn't see anything on the back side but there is no doubt in her mind that the craft was triangular. When she held her hand out in front of her, the size of the object was larger than a baseball. The craft appeared to be tilted. She was then absolutely stunned by a flash...it reminded her of a camera flash and illuminated everything below it. ... going several feet in front of her car. She wondered to herself if she was having her picture taken and if they could read her thoughts. The craft was hovering but made no noise. After the flash, she looked back and the craft was gone. Her tires are just as they were with no apparent damage. At the time, ***** was fearful of being stranded and alone on a deserted road that she's not familiar with. Later, she felt she was in shock. She walked into work and one of the girls came up to her and said what's wrong with you? The night nurse's voice was killing her ears. She went to say good morning and couldn't; her throat felt like it was choked up from the 22 [PAGE 26] ~ experience (rather than something that was done to her.). She went out and had a cigarette. She felt very irritable....with raw nerves. She managed to get through the day and forgot about it until noon. When she got home from work, she started researching on the internet. She didn't tell her son until a couple of days later. It was ~> 43(a) who encouraged her to file a report. We video taped ***** talking about the event at the site. We will return there with***** and ***** tomorrow. We also hope to obtain more information from the Security Officer and perhaps obtain more documentation on the Indian presence in this area. Our conclusion at this point is that this was a real event. At this point ~; Person 1··· · lhas several thoughts regarding the cause of the flash. It could be that the craft got too close to the high voltage wires or it could have been extracting energy from the wires or unknown (awaiting report from Arkansas Nuclear One). The object is definitely unknown and does not appear to be a military craft. There is also the thought that the noise that ***** thought was a bad tire on her car could actually have been an extremely low resonant frequency emitted by the craft, which went away when the vehicle disappeared. 4/28/09 ***** arrived at the designated time of 8:30 a.m. We waited at the motel for***** until about 8:40 and then called her. ***** said that she wasn't coming ... her daughter had taken her car and she wouldn't be able to join us. It seemed quite unusual that she hadn't called us to tell us this earlier. ***** called her back and said he would be willing to pick her up. ***** agreed to this so ***** went to get her and we drove out to the site so that we wouldn't be too late. I talked to ***** about using her image and name. She did not want her name or image used because of her job. She did sign a release allowing us to use her voice and said that we could refer to the property as the *********property. ***** bought the property in 1994 (bringing it back into the family). At the time or shortly after she bought the property, she was asked if she really bought the property as the previous owner said that nothing would grow there and that their animals were sterile. She has not had any problems with growing things or raising her horses and cattle. 25 [PAGE 29] ***** did say that there have been some other strange events though. Most notably for her are the significant number of people who have gone off the road and hit her fence. There have also been two occasions when whole sections of her fence have been pulled up and moved. In 9/06, a large section of a fenc,e was just pulled out and laid down, That fence included railroad ties and solid oak boards. There were no storms or bad weather. Then towards the end of March of this year, she got up at 5:00 a.m. to leave the house early. There had been a storm and there was no electricity. As she left the house she saw that 40-50 feet of fence had been picked up and laid down. In this case, she noticed that the landscape timbers broke off under the ground. Her horses could not do this. She also mentioned that they do get static on the radio in this area. She does not get cell phone coverage in her house except in one of the rooms. Sometimes they will have a huge storm out in back and the front of the house will be totally still. They have experienced shocks underneath the high voltage lines even though the energy company claims that can't happen. *****'s e-mail address isl1843(a}(2) I Neighbors also report strange things. One of the neighbors reported (to *****) seeing a big black panther - even though there aren't supposed to be any panthers in this area. *****'s brother dropped in by chance while we were there even though ***** hadn't told him anything about the incident. He works at Arkansas Nuclear One in calibration and maintenance. He was not aware of any recent line disturbances but he believes that he will be able to obtain that information. What he did say was that he saw a dark helicopter flying very close to the plant within the last two weeks. He has never seen this before and said that they must have had approval for them to be flying that close. He will get back to us with whatever information he can obtain. The tape recorder was running when he came in and we didn't think to mention it to him until we were well into the conversation. He did not feel he could sign a media release because of his job. Initial Meeting with Witnesses I set up an interview with********** and********** at 12:00 P.M. on Monday June 3, 2009. I called to let them know I was on the way. There was no answer so I left a message. I arrived at their apartment on time and knocked on the door. There was no answer there as well. Their neighbor was outside smoking a cigarette; so to make sure I had the correct apartment number I asked if***** and ***** were home. She said yes and that she had just spoken to them 15 minutes ago. She said that they were inside. I found that kind of odd. I decided to grab a quick lunch and come back. As soon as I left***** gave me a call. The first thing he said was "How long is this gonna take?" Second, he wanted to meet in a public place. There was an outside Bar and Grill across the street so that's were we decided to meet. When I met***** and ***** I could tell right away that they were highly paranoid. ***** refused to shake my hand and ***** kept his distance. ***** seemed distracted as he was cautiously watching everyone in the restaurant. I suspected that he was checking to see if there was any surveillance being carried out on them. Before I could conduct a proper investigation, ***** started his own integration. To make them feel as comfortable as possible I allowed him to fire away questions until he was satisfied. But that wasn't enough. ***** wrote down my MUFON ID number and TX DL information. It seemed as though he was going to do a full background check on me once he returned home.***** refused to do the interview with my digital voice recorder. He also did not want me to take any notes. Through much difficulty I was able to persuade him to let me take notes. Twice during the interview he checked to make sure my recorder was off. He also wanted to catch me in a lie, as he would ask specific questions to which he already knew the answers. I believe his main concern was to make sure that I was 28 [PAGE 32] not apart of some rouge intelligence organization.***** wanted to dominate the investigation. So for a little while I was the "punching bag". But after 15 minutes or so he became comfortable enough that I could conduct a proper interview. II. The Prairie Dogs Shortly before the incident while***** was driving he noticed a prairie dog sticking its head out of a small hole in the middle of the road. After a near miss, he decided to pull over and take few pictures of it. To his astonishment there were around 20 or 30 prairie dogs scatt, ered around both sides of the road. One thing I found interesting was during this part of the interview ***** would repeatedly argue with ***** about the size of the prairie dogs. While***** insisted to me that the animals were at the normal size of 12 to 15 inches,***** was absolutely certain that they were at least two or three times that size. While taking the pictures***** felt a weird sensation. He described it as "a feeling of being watched". His intuition was telling him to get in the car and leave. ***** also felt uneasy at this particular moment but when***** and he got back in the car they both felt better. They traveled some distance down the road but***** could not be sure of exactly how far. He estimated it could have been from 1 to 20 miles. Listed below are the short descriptions of the UFO event taken from the CMS: case #17097 and case# 16814: Below are the un-edited witness narratives submitted by***** ***** and ***** ***** in their respective case reports. [CASE 17097) A:**********<> On a recent trip with my partner heading towards Big Bend State Park , just past Marathon Texas. While driving around noon on a sunny day ,I noticed a shadow cross over the hood ofthe car. I thought it was probably a bird casting a shadow. Within seconds outofthe corner ofmy right eyes I saw something very bright heading towards the passenger side ofthe window at a rapid speed . I turned my head towards the passenger window and noticed that my companion was staring out at the same object. It looked like a extremely brightform with blowing arm like extensions faster than seconds it appeared to pass thru the car. The entire car interior was white , absolute white, I could not 29 [PAGE 33] see anything outside nor inside, although I was stillfacing the passenger. The stereo was on but I don't remember any sound either just glowing bright light. I have no idea how long the form took to pass completely thru the car. The car seemed to move back andforth with a jolt. The next thing that I remember is that my hands grabbed the steering wheel and I turned towards my partner and said " Why are we doing this . " We apparently were stillfacing each other, he has a terrified look on his face and shakes his head. I said "What happened ?" He said something hit the car. I reached out and stopped the swinging motion of the cross hangingfrom the rear veiw mirror . Realizing that the swinging motion supported thefact that the car had moved violently. I look in the rear view mirror to see if anything was behind the car, as ifI had hit something. There is nothing behind us .Both ofus turn and look out ofthe window trying to determine what had slammed into the automobile . Nothing around us behind us . I almost stopped but thought that whatever had hit the car might somehow somewhere be outside . I slowed down still visually searching for some kind ofanimal, object, thing but nothing seemed visible. Let me mention that it was around noon on a clear day. I had a CLEAR mind and was in a calm mood . I am a logical person and do not seek fiction in life . Factual and sensible. This is a occurrence that both my partner and myself witnessed at the exact same time [CASE 16814] B: ***** *****<>My Partner and I were driving to Big Bend National Park on vacation. We were about 50 miles south of Marathon, Tx on 385 heading south. It was a clear day, and we were both well rested and excited about our trip. I was gazing out the window at the mountains and the desert terrain. We had to be doing about 85 mph. I was in the passenger seat. I noticed out of the corner ofmy eye something extremely bright and moving fast toward the car. I saw what looked like a teardrop shaped head for lack ofbetter words with a thin line of what appeared to be a shiny band ofsilver wrapped around the center. I thought I saw what looked like a figure in a running man pose supporting the teardrop head, but I couldn't be absolute because the entire thing was engulfed in an indescribable white light, and was followed by light tracers. I don't know if the figure or thing moved through the vehicle but as quickly as i saw the thing the cab ofthe SUV was filled with the light. The vehicle moved in an upward circular motion but never left the ground kind. The light exited the vehicle on the driver side. I saw my partner who was driving look at me. He was pale white and disoriented, and he said to me "What are we doing?". I said, "I don't know." And 30 [PAGE 34] that was it. A Few things:#1. The radio was playing in the car quite loud, however when the light moved through the vehicle there was no noise, not even the sound ofthe car on the road. #2 When the light was in the vehicle, it was all you could see. No definition to anything, just white light. After it was over I did not see spots like one normally would after being exposed to UV lights. #3 My partner was driving the whole time, and never lost control. #4 It was not cloudy, it was broad daylight. #5 There were no other cars in sight.#6 There were no bumps or dips in the road to excuse the motion of the vehicle.#7 No dust devils in sight before or after.#8 The vehicle was not damaged in any manner.#9 We were completely sober.#10 We had the same experience with slight detail differences. #11 We were panicked right after it occurred, but shortly after we were very giddy.#12 We didn't discuss it much after the vacation was over, however when we got home, every time we discussed it together we would get extreme anxiety. When we discussed it separately with ourfriends we were okay. IV. Additional Details There were several details which I was able to obtain from the interview that were not mentioned in the CMS narratives. During the close encounter when the light engulfed the vehicle,***** described it as "being inside a mayonnaise jar but still able to breathe." He also noticed tiny "dot sized", metallic objects which appeared to be floating in the light. In *****'s description of the incident he said that" it was like having white paper surrounding him." They also said that once the encounter was over, they felt strange or "sort of out of it". As they continued to drive it was several hours before the full realization of what had happened occurred to them. According to the witnesses description it might indicate that they were an altered state of conscienceless as a result of the encounter. Sometimes referred to as the Oz phenomenon as described in UFO literature. The type of vehicle that was rented was a 2008 Black Nissan Rouge Mini SUV. It was rented from Hertz at one of the two Airports in Houston, Texas. I have been trying to obtain the receipt for the rental, but***** was unable to locate it as he has just recently moved. He suspects that it's in a box mixed in with other personal papers. When he finds it he will contact me. Due to the fact that they do not know exactly where the encounter occurred, there is no way to, obtain exact GPS coordinates of the site. Witness testimony indicates that***** and ***** had an unusual encounter. The middle light was white and strobe very slowly, and the red/blue lights were on the ends. • The lights turned and were coming directly towards witness at a diagonal angle, the white light was covered with a round, concave, clear, glass-type covering which appeared to be very thick glass, and had some type of circular design on it. • The red and blue lights were different than the center light. They were tall and cylinder shaped, more like beacons, and they appeared to be sitting on top of something, and appeared to be covered by a different type of material, it looked more like some type of colored plastic, but transparent enough that the lights underneath could shine through. • Witness never saw a shape or even any type of structure behind the lights. • Within 10-15 seconds the lights had reached the dirt road in front of witness, and where crossing over the top of the power lines. It became apparent that the lights were slowing down as they got closer, and were now nearly at a complete stop. • Witness ran from the corral to pickup and jumped inside, which took about 15 seconds, (wearing flip flops) Once in the pickup truck witness was now facing north, and the lights had moved just behind the corral and had turned south, facing witness again. THE LIGHTS WERE SITTING COMPLETELY STILL, HOVERING, ABSOLUTELY NO MOVEMENT, other than the strobeing white light. The distance from witness and the lights at this point was estimated around 150'. • Witness thought it was a single craft, and judging by the distance of the lights from end to end, would have been anywhere from 40-50'. • For about another 5 seconds witness fumbled trying to find cell phone, and staring at the lights in disbelief. • Witness indicated this was the most terrifying moment she ever experienced. • Witness drove forward, and got to the gate leading out of the pasture, stopped looked over shoulder, the lights were still sitting in the same place, NOT MOVING. Witness couldn't go towards town without passing close by the lights, so turned south. (And laid the pedal down). 33 [PAGE 37] • About a 1/4 mile down the road, witness turned and looked over shoulder, and the lights were no where in sight. • Witness indicates behind the corral a large portion of the grass is laid down, and Witness took some pictures of that area. Witness Narrative I was feeding my horses last Sunday about 12:30am. I was standing facing west, all of the sudden some very low flying lights caught my eye. I first noticed that the lights were flying very low, and then that they were going way to slow to be an airplane. There was a blue, red, and white strobing light and they appeared to have just flown over Buffalo. The lights were large and inline with each other, with quite a bit of distance in between all three. The middle light was white and strobed very slowly, and the red/blue lights were on the ends. The lights turned and were coming directly towards me at a diagonal angle. The white light was covered with a round, concave, clear, glass-type covering which appeared to be very thick glass, and had some type of circular design on it. The red and blue lights were different than the center light. They were tall and cylinder shaped, more like beacons, and they appeared to be sitting on top of something. They appeared to be covered by a different type of material; it looked more like some type of colored plastic, but transparent enough that the lights underneath could shine through. I never saw a shape or even any type of structure behind the lights. Within 10-15 seconds the lights had reached the dirt road in front of me, and where crossing over the top of the power lines. It became apparent that the lights were slowing down as they got closer, and were now nearly at a complete stop. I turned and ran from the corral to my pickup and jumped inside, which took about 15 seconds, because I was wearing flip flops. Once in the pick up I was now facing north, and the lights had moved just behind the corral and had turned south, facing me again. THE LIGHTS WERE SITTING COMPLETELY STILL, HOVERING, ABSOLUTELY NO MOVEMENT, other than the strobing white light. The distance between me and the lights at this point was probably around 150 1 I felt it was a • single craft, and judging by the distance of the lights from end to end, would have been anywhere from 25 1 to 50 1 , I cannot judge distance very well, plus I was busy running to my vehicle. I lean more toward 40-50 1 For about another 5 seconds I • fumbled trying to find my cell phone, and staring at the lights in disbelief. This was the most terrifying moment I have experienced, I threw the pick up in reverse, then drove forward, and when I got to the gate leading out of the pasture, I 34 [PAGE 38] stopped looked over my shoulder, the lights were still sitting in the same place, NOT MOVING. I couldn't go towards town without passing close by the lights, so I turned south and laid the pedal down. About a 1/4 mile down the road, I turned and looked over my shoulder, and the lights were no where there or anywhere in sight. Since the incident I have driven behind the corral and a large portion of the grass is laid down, which maybe due to wind current, I took some pictures of that area. I have been fascinated by the UFO phenomenon since the massive sightings in TX/PA in 2008, and thought if I ever saw one, that I would be brave and take pictures and size it up. I was so scared and I had an innate feeling that if I didn't leave fast, something bad was going to happen. This is a very small town and I do not want any notoriety, if you wish to do an investigation or speak to anybody from this area about this incident, please contact me first. Thank you. Investigator Narrative: 5/29/2009 Arrived in Woodward OK. At 2:30 PM CDT. Woodward is 35 miles South of Buffalo OK. This is where the sighting took place. Contacted the witness and made arrangements to meet at the site. Arrived on scene at 5:30 PM CDT. Upon meeting the witness her sincerity and creditability was very evident. So was her fear and apprehension. It appeared that the witness experienced something traumatic. Introductory discussion ensued followed by site evaluation. Initial photographs of the affected area were taken and measurements of that same area were acquired. As dark fell it became apparent that a lot can be seen in the dark sky and the witness appeared nervous over every moving light but all observed that night was explainable. Initial evaluation of the site showed a definite disruption of the area where the alleged Craft hovered or landed. The entire area appears dead with three areas where the vegetation is crushed in a swirled pattern. A scan using a hand held Geiger counter showed no abnormal reading and no evidence of radiation. Photos were taken and clearly show the condition of the affected area. Animal Reaction 35 [PAGE 39] Two of her horses had a material "splattered" on their backs. It did not appear to be lather as the horses were not worked or ridden. Further more, "Red" the alpha horse had developed 4 perfectly round, white spots on its coat. Three on her front flank in the form of a triangle and one lone spot on her rear flank. Now, the witness knows her animals and swears that the spots literally "appeared". It was not a stain but rather the hair had changed or had lost its color. According to the witness there were behavioral changes as well. The horse generally eats uninterruptedly but now will just stop in mid-chew as if pondering or sensing something, stand perfectly still, then shiver and continue eating. Furthermore, the witness contends that her dog, which was present during the ,event, refuses to return to the site. It will not even willingly get in the car and if forced to go just lies on the floor and quivers. This investigator has consulted with an equestrian expert who advised that horses do not lather on their backs but they do sweat. Also after reviewing the white spots it was determined that it could be something called a "Freeze Fire" which occurs as a result of a medical procedure whereby an extremely cold instrument is applied for whatever purpose. However, it must be noted that this type of phenomenon can also be cause by certain bug bites. It was now too dark to continue so arrangements were made to revisit the sight the following morning. Arrived back at the motel at 11:00PM. 5/30/2009 Arrived at the site at 10:30 am. This investigator chooses to arrive early so as to collect samples and specimens alone. Samples of the affected grass were taken as well as control samples from an area about 200ft. removed from the subject area. The same procedure was used to acquire soil samples. Investigator then proceeded to the witness home to begin the formal debriefing. Following a detailed discussion in which the witness repeated the events sited in the background report and also revealed her growing sense of apprehension we proceeded back to the site to attempt a video interview and t,o acquire additional video of the area of concern. We also wanted to take specimens of the anomalies on the horse's coat. Everything was accomplished with the exception of the horse samples. Seems they were not willing to return to the corral until their nighttime feeding. That 36 [PAGE 40] necessitated anotlher trip to the field tomorrow. Arrived back at the motel at about 6:00 PM. It should be noted at this time that the area (Buffalo, Oklahoma located in the county of Harper} is completely surrounded by hundreds of wind turbines. These things seem to be constantly working. 5/31/09 I met with the witness about 8:30 AM. and secured specimens. Then after a final discussion in which the stated details of the case were reaffirmed I returned to the motel to check out. Enroute from Woodward to Oklahoma City I contacted the Harper County Sheriff Dept. to inquire as to any other reports or sightings in the area. I was told no, but the person who answered the telephone, talking on the promise of anonymity, revealed that starting around 2000 or 2003 there were multiple cases of cattle mutilation. The town of Seilman in Harper Co. was mentioned as well as Debby Springs and the Appleton Ranch all of these are in the same general area. Developments to date This investigator found the witness to be intelligent, creditable and sincere. Given the testimony, photographic evidence, and a variety of specimen samples, this is a potential CE3 case. Supporting photographic evidence and test analysis will be posted to CMS when available According to witness testimony (in subsequent telephone conversations} she claims to be experiencing recall and shadowy memories. She apparently was a lot closer than she initially reported. She remembers actually standing next to the craft but still cann,ot recall specific details of the craft. She is also remembering strange markings and bruises on her body that she didn't recall at the time she reported the event. This concludes heir testimony to date. She described her brother as highly intelligent, despite the fact that he is autistic. She attributes her patience, acceptance and ability to look at things in a different way from growing up with an autistic brother. 1843(a)(2) ***** 's father had an experience when he was at a drive-in theater in Coon Rapids, MN. He and half of the people there saw a huge disk (about the size of a football field} with multicolored lights going around it. It stayed over the theatre for a while and then zoomed off. That would probably have been in the 1950s. ***** feels that she has always been psychic since she was 8 or 9 years of age. Around that time, she had a dream that she was being held in a humungous ball of light, under enormous pressure. Everything was completely white. It was like she had been scooped up and captured and held there. In the dream, she couldn't move her arms or legs and was totally paralyzed. She felt suffocated. She woke up scared and crying and immediately went to her mother. Her mother more or less dismissed the dream but ** *** says that she has always carried that experience in the back of her mind. She gets a "feed" (communication) from something but she can't pin it down to one kind of thing. Sometimes the communication is very negative. ;I)43(a) has helped her try to figure out how to "shut out the bad energy." ***** says that she has seen small balls of light for years. 1;g)43(a) ~tated that he himself had seen one in their bedroom. 42 [PAGE 46] The tavern across the street burned down several months ago (it continues to operate out of a garage) and ***** felt a "huge release of negative energy" afterwards. Her life changed; she slept better and she wasn't getting negative images or voices anymore. It was after this that she got the idea to go outside and take pictures of the sky. ***** tries to focus on the same area of the sky every night. Her "meeting point" is the Corona Borealis and the Vega star system. She really didn't know what she was looking at but that's where she saw activity so she looked that area up on the internet to identify it. ***** states that if she concentrates on one area and flashes her camera, things start happening. ;: )1~) is usually in bed as he gets up early for work. ***** actually spoke about 3 particular sightings. She did not report the first sighting which took place about three months ago and was the start of her sky watching. The first object she saw was bright white oval light that came over the barn, traveling from West to East. It then shot straight up. This object was larger than the one in her second report - ***** estimated that it was about the size of 1843(a)(2) a semi-trailer.j lwas in the house. She went in to get him but the object was gone and they didn't see anything else. *** ** states that she never turned her eyes to the sky prior to this event. She knew it wasn't a plane because of her pilot training. (***** has 20 hours of flying to complete before she can solo and get her license. We believe she said that she flew out of the airfield at Rice Lake, WI. She seems to be questioning whether she wants to continue. She apparently told the MUFON dispatcher that she was a licensed pilot and entered "licensed professional" in case no. 17360. We found this discrepancy to be troublesome.) After that, she started going out every night. ***** feels she was "told" to keep her focus steady on the Corona Borealis and Vega Star System. For some reason, she feels she "understands that constellation." Some nights she doesn't see any lights moving and then feels like maybe she should be checking herself "into a white shirt." At these times, she might ca11j;~)43(a) ~rying. Two weeks prior to our visit,***** had a dream early in the morning. In the dream, she is watching the sky and there is a taller individual with her. She was watching two particular lights but then there was one. It started circling her; it felt like as if the light was "scanning" her. The tall person told her to put her hand 43 [PAGE 47] on the light and she remembers feeling a tingle and a pulse similar to the machine gun sound that she heard and reported in case no. 17478. In the dream, ***** said that "they" communicated with her saying that they were going to give her a lot of information. They said that there was so much information that they were going to program it so that she wouldn't get it all at once; if she got it all at once it might destroy her. They did say that they were going to be "turning it up." She initially felt that there was a suggestion that she shouldn't share the information she receives but then she "asked" about talking to us and felt that it was okay. ***** feels that she will get important information. We humans are going to destroy ourselves and "they are trying to find a way to shake us up a little bit. Instead of being idle, they want us to look up and get a better perspective and learn some things that will help us save ourselves." According to*****, there is a purpose for the people that they are contacting and she feels she has a rapport of some sort with them. She wonders what it is about herself that they that they have chosen to communicate with her. She described herself as a "caretaker to the max" and thinks that they may be coming to her because she is so compassionate. Regarding Case No. 17360, the investigators were quite confused about this report until they realized that it actually represented a composite of sightings that had taken place over a number of evenings. ***** related that she usually goes out to watch the sky between 10:30 p.m. and 11:30 p.m., sometimes later. Her first report included the things that she found particularly interesting. She says that she has become aware of particular patterns in the past month and a half. She believes that she gets a significant light source which is followed by a significant event. She sets off the flash on her camera as a signal to "them." She can see lights moving back and forth but is not able to catch that on her simple Cannon SLR camera. ***** says that she was told to "play with your contrast because what you see isn't what's there." She then began using a photo editor on her computer, playing with the contrast and brightness to .see if she could get a clearer picture of the light source. She usually sees one bright circle and says that "if you step it down," often there may be more than one component. Sometimes you get a circle, sometimes a triangle, etc.; there may also be other colors. Interestingly, she told us that one of the shapes she sees most often is an 44 [PAGE 48] acorn shape, yet she did not include this shape in case no. 17360. ***** reads what other people have seen on the MUFON website and feels that she sees many of those things. Sometimes when she sees certain shapes, she feels that they're trying to make her understand something but she's "not getting it." She feels there is content in what she is capturing with her lens. The investigators observed ***** "step[Ping down" some of her pictures and did find a few of them to be quite interesting. ***** realizes that there may be dust particles on the lens and that she may also catch an occasional firefly on film but believes her pictures represent more than that. ***** avers that she is trying to represent things "in all honesty." For example, she stays away from the trees to avoid fireflies. ***** referred to her sighting, reported in case no. 17478, as the "big one." On June 13, 2009 at 11:30 p.m. (99% sure of the date and 90% sure of the time), 1843(a)(2) ...! ..! ..!.!! had.taken.her camera outside. j . Ison and the son's girlfriend were sleeping in the camper near the house so she went down to a mounting stand near the barn. As she laid there, she could see many, many stars (however, see the weather report below which indicates that it was cloudy). There were moving lights but they were very small and her eyes were getting tired and blurred. She felt like they picked up on her thoughts. She remembers thinking in her head that everything was too far away, when she started to hear a roar off to the North. Because of her flying experience, she knew it wasn't a helicopter. It got so loud that it was "shake rattle and roll time." The object came over the tree tops. It was predominately red with brilliant green and brilliant blue lights, and the whole object gyrated around like a gyroscope. The roar seemed like a machine gun hitting the ground and it definitely was in front of the object (This reminded the investigators of the onion drive theory of propulsion). Per*****, it wasn't going that fast..."it was moving with power, with purpose." At its closest, it was about the height of the barn 100-150 feet. Her first impression was that it was absolutely incredible .... huge, beautiful lights. There was no impression of translucence; this was a solid group of lights. The noise itself was impressive. At one point she thought it might be a triangle ...believes it was but it had different ~oing on with it so there was never any one shape. It was about the size of 1843(a)(?L ······~ pickup truck. ***** tried to take pictures but when it got over her, she got the communication that "it's not going to do you any good because it won't turn out." Every time she flashed her camera she couldn't see it, then it would come back. She felt the whole event like it was similar in nature to somebody 45 [PAGE 49] coming up to her giving her a handshake.... meeting her. The object then took off to the south. They "left with a message that they would be back." The couple that was staying in the camper weren't aware of anything either. When asked about effects on equipment, ***** said that she has had computer problems but does not know what to attribute it to. She didn't seem to link the problems with her sightings although she did enter "computer" on her form in case no. 17360. As far as her camera, she feels like the batteries have lasted a lot longer than she expected them to. She still feels that the lights affect the radio and TV. ***** has tried to find static on the radio just like in the movie "Contact." One of the examples she gave was that she got a lot of static on the radio, it fuzzed out and then the song "Don't Stop Believing" by Journey came on. After a little bit of that, the song faded out and went back to the static. She said she thought that was her "thank you." ***** believes that the lights were communicating with her. Contrary to her comment in Case no. 17360 ("excited" ), ***** informed us that none of the animals seemed to be affected. She said that the dogs didn't even bark, "in fact everything seemed suppressed. " 43 ~~) (a) asked us whether we had heard about!1843(a)(2) Iwho resides near Van Couver, Canada. Both witnesses are living with their respective parents and have resided in Fallon all of their lives. Investigator Report: Investigators met with ***** ***** and ***** ***** at 4:15 PM (09 May, 2009) this meeting lasted until 12:45 AM (10 May, 2009). Investigators took a break from 8:00 PM to 9:15 PM for dinner and after dinner 1843(a)~2L .wentwith !.!**! .andD in their truck to the area where the sighting first occurred and then on to the site of alleged encounter at Depp Rd, and SR-95. Investigator noted that both witnesses appeared to still be in mild shock after this event. They were both very excitable and "babbling" at times, both talking excitedly at the same time. It was difficult to slow them down and have them talk one at a time. The event itself occurred on 05/07/2009 around 9:18 PM. Witnesses were parked off of Sandhill Rd, near the Fallon Naval Air Station bombing range, an area frequented by couples and party goers. Witnesses were alone and no other witnesses were present. They were at GPS coordinates: r 843(a)(3) when they first saw strange lights to the east of their location. They saw three boomerang shaped objects with five lights on each, one on the center, one on the middle of each side and one on both ends of each object. As they watched intently, one of the objects separated, shut off three lights and 52 [PAGE 56] appeared to be landing or crashing SO degrees magnetic north on an azimuth of the above GPS coordinates, which would put it in the vicinity of Depp Rd (see further down report.) ***** was very emphatic and noted to investigators that he grew up in Fallon near the Naval Base area all of his life and has seen "every type" of aircraft, and these did not resemble the usual normal aircraft by any means. ***** decided to chase the objects at that time. He drove North on Sandhill Rd. 3.5 miles to Lone Tree, then went east when one of the objects (boomerang shaped) came along side to his left and began pacing their truck. According to witness testimony, the object was about 100 yards away, and about 20 ft off of the ground. There was also an object behind them following them. ***** drove about 30 miles an hour and the object stayed alongside then he accelerated to SO mph and the object stayed with them increasing its speed to match his. At this time***** noted that the objects appeared to be about fifty feet across. He could not determine the thickness of the objects. ***** drove about five miles on Lone Tree to Interstate 95, crossed 1-95 which became Depp Rd, drove approximately 1000 yards to a dead end, and turned around. (actually it is not a dead end, but continues on private drive to a dairy farm.) They went to about 300 yards within SR-95 and stopped. They pulled off on soft dirt next to an irrigation ca nal which was on the right side or the north. GPS coordinates at this location are: I'843(aJ(3I At this time witnesses indicated there was an object behind their location (east of their location) on Depp Rd at an altitude of about SO ft, and an object above them, at about SO ft which was circling them. ***** noted that the main body of the craft appeared silvery, but when it banked and turned it appeared to be transparent. She remembered this because it is usually cloudy in Fallon according to both witnesses, but this night it was very clear, because she could see the stars through the hull of the craft. ***** also confirmed seeing this phenomenon. 53 [PAGE 57] Also***** noted that when the object passed them, she could see two horizontal "grills" on the back of the object. Investigator questioned her further, she said, "Yeah, like the grills on a toaster or heater" meaning red glowing heating elements. Investigator notes that the objects were shaped almost horse shoe, having two rear ends and a "grill" on each end. Also***** noted that the object "banked like a plane would" and "made smooth movements like a plane would". They both also noted that one of the objects stayed to the rear of them at all times as if to be watching. Also it should be noted that the moon was nearing full and was up that night according to the witnesses. At this point,***** decided to grab his dad's spotlight and shine it on the circling object. In clarification to his original report, the spotlight was actually a million candle power light {not a three million candle power light) as it was examined by MP Person investigator ****,._.I I***** then took his hand and shaded the light off 113 and on to "signal" the object and the object descended and approached even closer while circling above them at about 20 ft altitude. At this point in the witness's conversation, they immediately began to discuss how they were driving down SR-95 to the North and saw the object behind them. Investigators stopped them and asked to go back and review their motions and emotions step by step. It was then they realized that they could not remember what had transpired after the light was directed to the object and they began signaling it. ***** said the next thing she remembered was being afraid and jumping in the truck. ***** said he remembers doing the same and starting to turn the key in the ignition, looking over at***** and then he can remember no more until he was traveling north on SR-95 about five miles from Depp Rd. Investigator and Witnesses - at alleged encounter site Depp Rd near 1-95 later that evening {09 May, 2009) the investigators and witnesses went to the site and examined the truck tracks on Depp Rd. in the soft dirt. We noted that the tracks stopped on the dirt, but DID NOT continue back to the [Pavement. Investigator tried to get photos during the day the next day, but the tracks had been covered up as the witnesses kept driving back to the site. 54 [PAGE 58] Investigator made note of the fact that according to witnesses, the objects were almost completely silent except for a slight hum at all times. The lights were a bright yellow/orange. Also noted is the fact the Depp Rd. location is near a dairy farm with several hundred head of Holstein dairy cattle, a herd of llamas, goats, dogs, etc. Both ***** and ***** noted very strongly that there was not a sound coming from any of the animals during the incident, which is uncharacteristic for farm animals at night. Usually they are very "chatty" and are constantly making sounds. Farm dogs bark almost constantly at night. Also, since the irrigation canal is always full, there are a lot of insects, (mosquitoes, gnats, moths, etc) during this season, and that night NO insects were seen or heard during the event. They remember this because when the spotlight hit the canal and illuminated the area, there was nothing. Moths should have been attracted to the spotlight, but there were none. They demonstrated this to investigators on evening of 09 May, 2009 when they were with witnesses at Depp Rd and SR 95 (9:45 PM). They shined the spotlight on the water of the canal and flying insects could be seen above the water and landing on top of the water. Also moths were attracted to the spotlight at that time. The witnesses are farm kids and are very well aware of nature and sounds of natural activity. Investigator noted that***** indicated he had an IPod and the cable for the I Pod did not work prior to the incident, but for some reason it was plugged into the cigarette lighter in the truck during the event. ***** told investigator that suddenly music began playing during the event. After this event was over the cable was once again malfunctioning as before. According to witness testimony, the next recollection that both***** and ***** had was of driving North on SR 95, about three to five miles from Depp Rd. ***** looked back in the rear view mirror and the driver's side mirror and noted that one of the objects was back behind them to the south at a considerable 55 [PAGE 59] distance. There was a semi truck behind them, and the object was behind and above that. Then the object disappeared. It takes about 10 to 15 minutes to go from Sandhill Rd to town. (Sandhill Rd is about 8.5 miles from Depp Rd) ***** and***** noted that it took them an hour and twenty minutes to get back to town that night. They thought they parked on Depp Rd for only five minutes. They now think they had to have been there for at least an hour. They had originally put in their report that the event lasted for one hour, but it was one hour from the beginning of the Depp Rd. event to when they remember driving into town, so the whole event was closer to one hour and twenty minutes. ***** took***** home and went to his house. (approximate time 11pm) They both told their parents what had happened. At first their parents thought the witnesses were joking, but then changed their minds when their children were obviously still in shock at what had just occurred. This emotional state carried over to when the witnesses met with Investigator. ***** 's mom called I - ..... j J .?~3(~)(2) l1843(a)(2) Iand asked if there had been any other calls on the event. She was told there was not. Incident Reported to Fallon Naval Air Station: ***** 's dad (Mr. ***** who l1843(a)(2) Icalled Fallon Naval Air Station Security (sometime after 11pm) and asked if there had been anything unusual on radar. He was told there were "three C 130s in formation" (***** said her father said that was "a crock"). Mr. ***** (confirmed to investigator) that he was told by Base Security that "There had been an "unspecified aircraft incident" in addition to the three C 130s on Radar. Mr. ***** went back to Sandhill Rd with his son ***** that night (night of incident about an hour after the witnesses initially arrived home) and the area was being combed by military helicopters and black SUVs with dark windows. Military personnel were also combing the area on foot with flashlights. The witnesses and Mr. ***** decided not to approach the area further. The helicopters were using spotlights to examine the area from the air. This shows 56 [PAGE 60] possible confirmation of an "unspecified aircraft incident". This may be the new code words used by our military in place of UFO. Investigator later tried to talk to***** 's father, but he did not want to discuss the event. By the next day it seemed as if the kids were becoming reluctant to talk any further. Since we had all the information we needed, we decided to spend the rest of the time taking photos and GPS Coordinates. Site Survey: No unusual radioactivity was noted at the alleged encounter site at Depp Rd near SR95. The Geiger counter arrived Monday around 11 AM so we had had to wait until then to take the Geiger readings at the encounter site which were within normal limits. Newspaper Search: Investigator checked local newspaper for any reporting of the incident over a three day period, but did not find any. Inquiry Fallon Naval Air Station: Investigator spoke with Public Affairs duty officer on 5-14-09 requesting information about "unspecified aircraft incident" that occurred at 9:30pm on May 7, 09. Duty officer confirmed that there was an "unspecified aircraft incident" that occurred between 12 Midnight and 1AM. Investigator requested specific information about event and was referred to j1843(a)(2) 1843(a)(2) --------- 1 1 FOIA: MUFON will be formally submitting a FOIA request to the Fallon Naval Air Station for information specific to the "unspecified aircraft incident" on the night of the event and a specific information request about the alleged security response to the area where the incident occurred. Physical/ Biological: On Saturday evening the 9th of May should be noted that Investigator suggested to both witnesses to get a black light and scan their bodies for any abnormalities. 57 [PAGE 61] ***** did not have anything show up (Black Light scan}. ***** then noted she had three "itchy" bumps on her left leg, which she did not want to show investigator since she was wearing slacks. (embarrassed to show body area} ***** 's right fore-arm had several glowing areas. (Black Light scan}. He scrubbed very hard twice trying to get these marks off, but they would not come off. He also noted that they were very "itchy" . Investigator advised him to see a doctor if this did not go away. Investigator asked the witnesses if they had any trouble sleeping since the incident. ***** noted that he has insomnia frequently, but that night he slept peacefully as he felt gratified by the whole event. ***** on the other hand was fearful and has had trouble sleeping since the incident, but at the same time she keeps going out with ***** who is watching and hoping for a return of the objects. Also noteworthy is the fact that both witnesses have told all of their friends, family and acquaintances of the incident. Investigator provided both witnesses with business card with e-mail and phone contact information in case they want to add anything further. LOCATION: Grants Pass, Oregon DATE OF EVENT: June 16, 2009 TIME OF EVENT: 10:30 pm local (Pacific Time) ( ) Exact ( x ) Approximate Event Background: • Witness went outside to smoke a cigar and take the dog out. • Half way through smoking the cigar he noticed "flickers" of light off in the distance in the western sky. • Witness sees 6-10 whitish-yellow orbs and sees a crescent-like object that quickly disappears. • As a car approached from the south end of the road, his dog was reacting to something on the other side of the road. 66 [PAGE 70] • As the car got closer; across the street the witness saw a pair of eyes as if an animal's eyes were reflecting in the light except they were a deep purple. • After the car passed, the witness looked back to the spot where he saw the eyes, and was shocked to see a whitish humanoid figure stand up and walk along the neighbor's fence across the street. • Witness got unnerved and called his wife outside to tell her what he had seen and to point out to her the continuing "light show" of orbs that were appearing and disappearing. • She confirmed the "flickering and flashing" of orbs in multiple spots. • Both witnesses became nervous and went into the house. Investigator Narrative: 6/22/09 I contacted the witness by phone on 6/18/09 and set up an interview for 6/19/09 at 3:00pm PST. I arrived in Grants Pass, Oregon on 6/19/09 at around 2:00pm PST. I met the witness and his wife at their residence. I asked permission to tape record the interview and he agreed. He began his narrative, and spoke of seeing six to ten whitish-yellowish lights/orbs the size of aspirins at arm's length, between two 67 [PAGE 71] tree lines. (See photos attached) He said they flashed and flickered appearing and disappearing in multiple spots but in the same general location in the western sky. Using a compass, I verified the location of the orbs were southwest. All the orbs were diffused, appearing in the clouds and under the cloud deck. The witness also saw a crescent shaped object about the size of a half-dollar that seemed to "thrust out of the cloud then disappear". The witness stated, "It was a dark night". The night ofthe 16th was a moonless night, for the moon had set at 2:18 pm that day. The only planet that could be seen in the southwestern sky during that time was Saturn, but it's only a magnitude of+0.9 to + 1.0, and is reported as "dimmer than usual" based on thefact that Saturn's rings are currently visible "edge on". He watched this "light display" from his front porch for about 10-15 minutes before seeing a car approaching from the south end of the road. As the car came closer, it was then that he noticed a pair of deep purple eyes from across the street. When the car passed by the witness, he looked back at the spot where he saw the eyes and was shocked to see a whitish humanoid shape stand up and quickly walk along the neighbor's yard this side of the fence. The witness said the entity's head seemed larger than the rest of the body and he could not see its feet. NOTE: The witness said that the neighbor across the street does not occupy the house on a regular basis. The night of the 16th, the witness noticed no lights on, and assumed they were not at home. 68 [PAGE 72] The road between the two properties is paved higher and the ditch is not apparent from his front porch. I took pictures ofthe area across the street from the sighting location and measured the distance with a laser rangefinder. The distancefrom the witness to where the entity was sighted is 43 yards. I walked across the street and saw where the "eyes" were seen. There is a ditch that runs along the road and the fence ofthe neighbor's property. The ground is overrun with grass and is uneven, but is relatively flatter closer to thefence. The witness was not sure how far from thefence the entity was, only that from his perspective, the top ofits head was a Little higher than the fence. The fence is approximatelyfive feet high. The witness lost sight of the entity because a telephone pole on his property obstructed his view of it. He became unnerved by what he saw and called his wife outside to tell her about it. He also wanted confirmation from her that she could see the lights in the sky that were still continuing to flash and flicker in various spots. She said she saw them and also noticed a large red light lower in the sky that was like "turning on a flashlight". The witness saw the objects in various degrees, the highest location being 45 degrees. His wife saw the red light at about 25 degrees above the horizon. I had the witness draw a drawing ofthe orbs and crescent object, and his wife added where she saw the red object. He also drew a drawing ofthe entity he saw. (See drawings attached) Both the witness and his wife remained outside watching the orbs for about 10 minutes. The witness said he observed the lights/orbs for about 20 minutes total. Afterwards, while still outside, they heard a low flying jet. It was not actually seen by either one ofthem, but they both agreed that a jet flying that low was unusual. The interview ran 1-112 hours. 69 [PAGE 73] The nearest military installation is Klamath Falls about 120 miles to the east. Medford International is about 30 miles to the south, and Grants Pass Airport is to the north. On 6/22/09 I called the Grants Pass Sheriff's office to ask ifthere were any reports made on 6/16/09 ofanything unusual seen that night. I was told no reports were logged in for anything unusual for that night and time. Both the witness and his wife could not sleep that night. The witness said he woke up the next morning extremely drained and both had headaches that lasted a couple of days. I found the witness and his wife down to earth people who seemed credible, sincere and intelligent. I saw no signs offabrication oftheir sighting through body Ian a e or acial ex ression. When she came out of the store about 5 minutes later, three lights were in the same spot and hovering. She crossed the street to where there is an open field. Although Olive Street can be quite busy during the day, it was about 9:45 p.m. and the traffic was light. As we approached the spot where she stood to watch, ***** immediately pointed out a tall palm tree saying" it was about there." When asked what drew her attention to the lights, ***** said that there were three lights above the skyline and that they were similar in color to the amber 82 [PAGE 86] color of streetlights. It seemed odd because the lights were stationary, not moving left or right. She felt sure it wasn't a helicopter because it was far too big for that. She also noticed that the lights were pulsating "slightly." The lights weren't high, being just above the horizon and didn't seem normal. She waited and watched to see if they would move. Eventually, she tried to get her son, 1843(a)EL +- ~ on the phone but he couldn't see the lights because of the trees at his location. At the edge of the field where she stood, however, there was nothing obstructing her view. ***** knows the general area, and said that it was near Estrella Mountain peak. She knew it wasn't South Mt. and it was only 5-10 degrees off of the ground. It just was there. She thought she might have seen a glimmer of a red light but didn't seem certain. She said that the middle light flickered and then went out...then the other two went out. ***** 's family is "into aircraft" and technology. They watch the skies and have attended air shows for many years. She said that this wasn't something usual that you would see in aircraft around this area and it was too large to be anything routine. She saw a normal size plane and it was dwarfed in comparison to these lights. ***** commented on Goldwater Military Range where they do testing but that's off of the reservation area. She also said that some people have seen flares. ***** was quite confident in stating "I've seen flares... these didn't have the behavior of flares ... even in their alignment, and there was no trailing smoke." She said that it had to be three lights on one craft or three crafts traveling together. They were in the exact same spot minutes after she first saw it. She stared at it. When questioned about her eyesight,***** said that she wears glasses and was wearing them that night. She's nearsighted with no other visual impairments. She did say that her eyes are "extremely sensitive to light because I'm so fair" and she was wearing large sunglasses over her regular glasses when we met. 83 [PAGE 87] Relative to her hearing,***** said that she does not have any hearing problems and she heard nothing related to this event. Regarding the sky on that evening, ***** said there was a "little bit of light covering ...nothing major ...moon not bright or light enough to see anything." It was clear without much humidity. When asked about the size of the object if she held her hand out in front of herself,***** said the object would be about an inch wide across tlhe three different lights. She didn't see a craft or form or object. She didn't see anything land. She saw three distinct lights, pulsating. There were no other pulsating lights. ***** said that she doesn't know of anyone else who saw the lights. She did call the police. They didn't want to take her report but they did come out to her house about an hour later. ***** said that she is not seeking publicity or anything like that but she understands "how important it is to figure trajectories" and she realizes that data is important. Luke Air Force is nearby, as is Goldwater Military Range. ***** said that they do train at Goldwater but that they are aware of those craft. She also advised that they make Apaches in AZ. When asked about any nuclear power plants,***** said that there is a plant which is quite far away as you are going out of town. There is a smaller substation. Not much is out there in the area that she saw the lights; there are farms, and housing, no mining- mostly Indian reservation land. ***** didn't know what Indian nation resided there but knew that Ak-Chin was "right over there." She said that it's a very different community and if you have a weapon they can arrest you. The distance from the site where***** stood to the palm tree was 1,348 feet. Noticed big power plant about 17 miles before the Cortero exit. 5:20 p.m. -Arrived at home of Case 16726 witnesses, referred to here as "Husband" and "Wife." Husband is a retired police officer and Wife previously worked for the same police department. Husband has a back injury and is in a considerable amount of pain much of the time. He adamantly denies using any pain medications other than things similar to aspirin. Wife has problems with her neck. They lead a quiet life. Husband went out on the porch to let their dog out at 9:05 p.m. on 4/28/09. When he went out the door, he noticed 3 lights in the shape of "perfect" triangle - with each point having a bright white light. The lights flashed in synch, approximately every second. Husband feels that they were about one mile away. The distance between his porch and 87 [PAGE 91] the neighbor's house obtained with a ran e finder was 174 feet. The GPS 1843 2 1843 3 coordinates ar (a)( ), (a)( ) The object was just about at the height of the moon. No stars or other objects could be seen between the three lights even with binoculars; witness therefore feels that it was a solid object. The object appeared to be very large, about the size of a football field. Husband is a football fan and is well-acquainted with the size of a football field; he therefore felt comfortable in reporting that as its size. Husband could see the object right over the top of the house next door. He said 'it was just left of the center of roof, past the rim of the hills. Husband banged on the sliding door of the house to get Wife' s attention. He motioned her forward with his arm so that he did not have to turn and lose sight of the object. Wife didn't comment much on the event but she did confirm the sighting and said they were "amazed." Husband said that he felt a little "goofy" relating this to us bult also added that he "all of a sudden was back on the job," using his powers of observation so that he would be able to accurately describe what he saw. He also drew a picture for us prior to our arrival. As Wife was coming out onto the porch, the lights started changing formation and moving towards the northwest. They went into a straight line and then into what Husband referred to as a backwards "C," adding 4-5 more lights. To illustrate this form, Husband held up both hands, using his thumbs and pointer fingers to form a triangle. He then rotated his hands so that the top of the triangle came down. He said that it was his impression that the object turned down as opposed to something that was completely breaking up, but admitted that he was not sure. 88 [PAGE 92] Husband then described how the lights would come on and off again. He described the lights going on and off in a "violent" manner. Three lights might go on then "bang" there were two, then three, then two. He said that at this time he got a "scary" feeling because it seemed "synchronized, as if it was one." The usual flight pattern from Tucson is from North to South, and the planes fly just behind Sombrero Mountain. On the evening of the event, the object was in that area moving towards the northwest so that a plane flying the usual pattern might cross paths with the object. At the end of the event, Husband saw a plane which flew east of the flight pattern, so that it would go right over the couple's house. He wondered whether the plane might have changed its path in order to avoid the course the object was on. Husband said that the entire event may have taken longer than he originally reported - possibly as long as 10 minutes. There was no sound associated with this event. Husband tried to contact Marana Airport and KOLO news site; he could not obtain any information about the sighting. In addition to the information submitted on CMS, the next night (and on a couple of subsequent nights) Husband noticed two identical helicopters flying about a S mile radius which included an area over the Sombrero Mountain area, hour and after hour. This is seen only at night and according to our witnesses there is nothing there (other than a mine and cotton fields). Husband did see a helicopter cockpit fully lit up. 7:00 p.m. - We spoke very briefly (she was just about ready to drive away) with the Witnesses' neighbor who does not want her name or contact information made available to anyone else. At about 9 p.m. that same night, Neighbor was talking on the telephone and looking at the moon at the same time. Neighbor 89 [PAGE 93] said that it was a 1/3 or a crescent moon. What drew her attention was that she saw lights that seemed to her like sparklers - like her uncle used to light for her. She said that it was really pretty like the 4th of July. She did not feel there was any pattern to the lights but that they were "all over the place under the moon." She started talking on the telephone again, and then the lights went away. Next, she saw them to the right of their original position and then they seemed to form a backwards Cshape; after that she "lost it." She didn't hear any noise associated with the sighting. It seemed as though this witnesses was distracted from observing the lights closely by her telephone conversations. Neighbor advised us that the mine is located at Picture Rock on the other side of the mountain. 7:30 p.m. - Left to find a quiet area to watch the sky in hopes that we might see a helicopter. Multiple calls to State Director andlAAP Person 59 I ******* (DOB 8/10/58} lives in a very nice home which is about 200 feet from a river with her fiancee, *****, who is currently in Pakistan. *****was the one that suggested that***** contact MU FON. *****worked as a deputy sheriff from 1976 until she retired in 1987. She volunteers as a German Shepherd rescuer and currently has seven dogs in her care. She also trains dogs for service work with the disabled. A friend of •••••was at the home, sleeping on a lower floor at the time of the incident but was not aware of anything. ••••• allowed us to audio-tape her interview but does not want the tape released without further authorization. She authorized us to release her personal information to BAASS but again, did not want BAASS to release that information to any other individual or organization without her express written authorization. ***** says that she has "not a clue" what she saw. She describes herself as open minded -she says she is not a skeptic and not a believer. On the morning of June 18, 2009, ***** got all of the dogs settled and went to bed at about 12:30 a.m. and was just falling off to sleep. She heard a hovering noise - something sort of like a helicopter, but different, that awoke her. She is familiar with the sound of a med-vac helicopter but said this object had a lower volume. It was a low hum but it was not as deep in tone as our sample and was not cyclic. Two of the dogs that were with her were quiet but had gotten up and gone to the window. She was in the master bedroom on the second floor, which faces the road. The drapes were closed. Her first thought was "what idiot is out in the driveway" as that had happened before. The noise seemed to be getting louder as she went into the bathroom where she could see better. There is one small, low-voltage light in the driveway and then next to that is a motion sensor. She saw that the motion sensor light was on. It had rained the night before but she didn't see any animals or car tracks in the driveway to explain the fact that the motion sensor was on. The motion sensor works at about 30 feet and is not super sensitive. 93 [PAGE 97] She then looked up and thought "what in God's name is that?" She saw 3 white lights moving in a straight line up her driveway; they were "perfectly spaced, perfectly linear." She initially thought of Orion's belt but the spacing was far bigger. There was also a red/white flashing light that was on the left hand rear side - at about a 45 degree angle to the last of the three white lights. There was no circular pattern to the lights; they were "pretty bright, like an LED plus that illuminated the driveway." She saw no reflection and didn't see any edges. Her impression of what she could see was that it was a flat bottom of something rather than a side and it appeared dark gray or metallic. Recalling her "radar speed days," ***** estimates that the lights moved at about 30 miles an hour. The object wasn't floating or coasting; it wasn't swaying or jerky. There was no deviation from the pathway at all;***** therefore discounted a helicopter or blimp. The lights were not like those seen on a plane. The object was moving straight forward, like a machine that was driving south towards the highway. It didn't increase in speed or noise. She could see that the middle light was over the telephone lines so she estimated that the object was approximately 300 - 375 feet long. The object was about 50-75 feet above the tree line (tree height measured with a range finder at 80-89 feet), definitely lower than what she would consider a safe flight pattern. She felt the distance between the white lights was 90 to 100 feet apart, starting with the first light being in about 10 feet. She assumes that the lights were attached because they never moved. She felt that the red/white (red-white-red-white= no blips in combination) light also was attached to the vehicle (as opposed to her written report). The incident lasted about 3 minutes. ***** wears reading glasses but sees distant objects fine without them. She did not have her glasses on at the time of the sighting. Her hearing is normal and she is in good health. She denies the use of any medications that would impair her state of mind or ability to recognize objects. Regarding her emotions at the time, ***** referred to her training as a deputy sheriff and her desire to identify and document the object. She looked at the clock in her bathroom and it was exactly 12:54 a.m. She wasn't afraid or anxious but she did feel in awe and wanted to know what she was seeing. She has never seen anything like this before. 94 [PAGE 98] When asked about her emotions after the event,***** said that she has been shot at so this didn't seem scary to her. She thought to herself "well this is weird, this is kind of cool." She was, however, very impressed at the size of the object ~P Pers~-~-~nc;t_k~pt looking to see if she could see anything going up. She decided that she needed to consulfWithl - - lin the morning and went back to sleep. ***** stated that she doesn't get rattled easily. They do get F-16s flying over for maneuvers and National Guard choppers which***** is familiar with. The purpose of the deployment was two-fold: (a) a team was dispatched to the South of Brazil to meet with multiple organizations and individuals in Sao Paolo and Brasilia who were considered important future contacts for BAASS and (b) a team was dispatched to Fortaleza (Northern Brazil) to investigate recent reports of UAP activity in the ltatira region in Ceara County. It should be emphasized that BAASS deployed in a very low key way with specific instructions to maintain a very low profile and they were also instructed to mitigate and dampen all media inquiries. BAASS personnel were in possession of pre-approved talking points and limited information to give to all groups and individuals in Brazil. BAASS personnel were under strict instructions not to draw attention to the organization or its membership. Enclosed is the Northern team. On June 2, 2009 the north team packed up and traveled home. Conclusion/Recommendations for Brazilian trip: The north team was able to obtain a lot of information from the CPU, CSPU and the Public Officer from Cachoeira. The above listed material will have to be 111 [PAGE 115] translated and analyzed to see where it fits in with BAASS guidelines. There is still a tremendous amount of information at the CPU headquarters in Fortaleza, which is available only to BAASS. Issues with CPU, Fortaleza: 1. The CPU has investigated some 3418 case which BAASS has been given permission to access and copy; however, the CPU files are in total disarray. By this I mean all the case files are mixed together and spread throughout different rooms at the CPU. Total collection would take at least 3 to 4 weeks to copy everything. 2. The CPU has several items of evidence; however, it is unknown if there is a chain of custody associated w ith any of the items and at this time the CPU has not authorized BAASS to analyze anything. Recommendation: Since the CPU has opened the entire UAP files investigated for the past 50 plus years to BAASS, I recommend that we maintain our contacts withI1843(a)(2) Iand return in the future to retrieve the rest of the files. Issues with CSPU, Sobral: 1. The CSPU is in my opinion too commercial. They utilize their investigations to sell newspapers. Some of the incidents the CSPU has investigated and reported about, the CPU has identified as false and or misleading as a result of media hype. Recommendations: BAASS has established a rapport with the director of the CSPU. I suggest we stay in contact with the CSPU and monitor what type of reports they are r,eceiving and determine on a case by case basis if BAASS wished to be involved. Recommendations for Cachoeira: A uranium mine is located in the ltatira Region. According to the public officer in the Cachoeira area, the mine in ltatira is going to be re-opened again under a new contractor. Due to the time frame of the sightings, which coincide with past 112 [PAGE 116] ... construction at the mine, BAASS may want to stay in contact with the public officer to learn of new sightings. RecommendaUons for Colares area: Due to the limited statements made by the CPU about the ongoing activity in the Coloares area. My recommendation would be that when the weather forecast is good, a team of BAASS investigators deploy to the area to set up surveillance in hopes to capture footage of UAP activity and to interview any eyewitnesses. This task could be accomplished by utilizing members of the CPU as guides. The following is provided as a Road Map as of this date for the effort on Northern Tier (NT). The hope is this will allow some amount of focus of effort as we move forward. The end game for NT is for us to provide the sponsor with a comprehensive analysis of the events associated with NT. We all know AAP Person there has been numerous studies of these events over the years; I --- I 12T IAAP Person 8 Il1843(a)(2) Ietc. Our goal is to focus on the totality of these events, and ultimately provide a "One Stop Shop" for an analysis of them as a whole. The direction, as of this date, is to press on with efforts to identify known witnesses of the major events of NT. An independent gathering of the facts as these individuals relate the story. During these interviews every effort must be made to identify independent, newly identified (by BAASS) witnesses and obtain their stories. During all interviews we must focus on the BAASS core Technology Areas and try to determine the cause or any other significant aspect of any NT event. Keep in mind this is a sponsor requirement, and therefore, is not solely focused on the BAASS tech areas. Contacting these individuals, as we all well know, is not going to be easy. That said we should use every asset available to us. The 11s43(a)(2) I email, my BAASS email, telephone, and if necessary snail mail, should be utilized to the fullest extent possible to make contact with these people. Let's not leave any stone unturned. If you need to send emails do not hesitate to let me know and I will make it available to you. As we identify potential witnesses we should make every effort to filter the list as much as possible; however, do not discount a name discovered without verification. This may make it necessary to make a considerable number of telephone calls. If that is the case press on smartly and beat the bushes. 118 [PAGE 122] We must ensure all our efforts are properly documented. Obviously all interviews will be fully documented. Efforts to locate a specific witness should also be documented to indicate the number of calls or emails forwarded. All levels of effort, even those which are not successful must be properly recorded. Level of effort is what I am getting at here. We must demonstrate the level of effort to accomplish this task.'' Below please find a summary of the efforts for each geographic area. This summary is intended to answer questions regarding the level ,of effort to reinvestigate the historical events as well as, hopefully, independently develop new witnesses and events //Signed// IAAP Person 11 Senior Investigator 119 [PAGE 123] Project NORTHERN TIER - Minot Air Force Base - IMP Person 17 I Minot AFB had a variety of suspicious or unusual incidents occur at or near their air base being documented since 1956. The first report documented supposedly occurred on 10/28/1956 and involved a B52 crew observing a bright light while on a training mission NW of Minot. In researching the data, I believe this was actually an event that occurred on 10/24/1968. The contents of the initial report are identical to the aspects of the 1968 report; just the date is in error. Attached to this report is a printout that I completed showing the various reports that I have been given or located during my research. March 5, 1967- Several reports of UFO's observed by Security personnel, other ground personnel and radar sightings at the NORAD facility. The number of witnesses varies depending upon the report being read. There were up to three truckloads of security personnel (six minimum up to possibly nine or more) were involved as visual witnesses. The NORAD facility had an undetermined number of witnesses (estimate at least two and possibly three) involved and two reports list the same witness as one of those "inside" officers in one of the silo launch control facilities. That witness was identified as 1843(a)(2) and he has been interviewed already. The only name that I could locate was 1843(a)(2) The total number of witnesses is a minimum of ten but possibly up to twenty witnesses involved. Unknown date 1966 or 1967- This incident involved at least one UFO flying over several missile silos. The event was being observed by an unknown number of security personnel. The information was being passed to the SAC headquarters over the PAS (Primary Alerting System) which is basically an open line between the silos and SAC headquarters. This event involved one identified person 1843(a)(2) and he was interviewed byl ...~8_4_3(a __H2_)________ 1843(a)(2) ,....__________________, According to www.siloworld.com, there are at least 150 Minuteman sites under direction of the Minot AFB. According to!1843(a)(2) Iinformation, the event above was relayed from SAC back to the silos and each silo heard what was being advised by SAC - it was an open line. Each silo had two officers assigned and that means there are at least 120 [PAGE 124] 300 unidentified witnesses listening to the event. There was at least one security person observing the UFO and there are an unknown number of witnesses at SAC headquarters awaire of the incident. !1843(a)(2) Iis alive and living in Maryland but he said his crew commander has passed away. Total witnesses are least three hundred unidentified missile silo officers, an undetermined and unidentified number of SAC witnesses and one unidentified security officer. Three hundred plus unidentified witnesses. June 6, 1968-An MP Sergeant and two men were sent to a missile silo in regards to a reported UFO at the facility. Upon arrival, the Sergeant found "the guards were like statues" and the Sergeant had contact with "the officers down in the silo". So far there are three arriving MPS', two or more on-scene 'statue' MP's and two or more on-scene silo officers at this location. The MP Sergeant was given an order by someone to investigate this incident so there is at least one additional unidentified involved person. No names are listed anywhere that I could find in any o,f these reports I collected. The total number of potential witnesses is eight and probably more - all are unidentified. Oct. 24, 1968 - This is the event that is listed initially in this document. It involves the 8-52 crew whose members are partially identified. The training co pilot is 1843(a)(2) and some other crew members, are identified as 1843(a)(2) an 1843(a)(2) and 1843(a)(2) 1843(a)(2) I used Westlaw to try and locate 1843(a)(2) and located one that was possibly the right age but unfortunately he was dead. There were 41 listings in Westlaw for the nam◄ 1843(a)(2) lbut only one other l 1843(a)(2) ~nd that second one was too young. The report listed that there were at least 20 witnesses - 14 on the ground with none being identified and the 6 crew members of the 852 of which only four are somewhat identified. The report said that the UAP was being tracked by both ground radar and weather radar. That means that there are at least two and probably more unidentified people and the 852 was talking with the air traffic controllers and their names are numbers are unknown. Potential number of witnesses is twenty two but probably more. 121 [PAGE 125] Nov. 10., 1975- This last event involved at least one UFO 'buzzing' the base and the ICBM's and the radar facility. The documentation stated that there were three unidentified people that observed this activity. They were from the site or locals according to the reports. The report was sent to NORAD by an unidentified person at the Minot AFB. The report was documented in a letter signed by l1843(a)(2 ) !and listed him asl ... 18_4_3(_a)_(2_) ______ This same documentation states that there is at least one NORAD document that is still listed as classified and has not been reviewed. The potential number of witnesses for this event is four but probably more like five or six. I conducted a search on-line and located one roster of personnel that included a listing of 94 AAMS personnel stationed at Minot and some listings showed the dates they were stationed there. I managed to track down 30 potential witnesses on that list. Using a couple of web sites, I learned that two of the witnesses were deceased, several were no longer at the p,hone number provided and some had no phone listing. Of the remaining people available, 13 did not answer the phone or they had an answering machine [Pickup. I did obtain telephone interviews with 5 of the AAMS personnel. I also located a website that listed 6 A43 helicopter pilots stationed at Minot AFB in the 1960's. I was able to interview two of the pilots and I learned that they never went to the silos. It was recommended that I try and identify the Huey Attack helicopter pilots. I have not been able to locate any names associated with that group of pilots. The time spent on this project varies due to other tasks that I have also been working on. This included the fact that I examined the MUFON website on a daily basis and have investigated a few of the complaints that were filed. I also check other potential websites for additional UFO reports. I have compiled a UFO listing document that shows the different important sites I check on an occasional basis. Sometimes these investigations can take two or three hour's minimum time to look in to. I also have been compiling data regarding weather balloon information and sighting locations. I have been compiling information on other aviation web sites that I research including the FAA, NATB, NASA and See and Avoid along with some European Air Traffic Control facilities. Out of a typical 40 122 [PAGE 126] hour work week, I have probably spent an average of 25 hours on the Minot research and the remaining time on the other tasks that I work on. RESULTS OF PHONE CALLS Of the phone calls made so far, only two people have returned calls indicating they were not the Individual writer was seeking. Four of the phone numbers were found to be disconnected or no longer in service. Two witnesses were located, and interviewed. RESULTS OF INTERVIEWS Of the two witnesses interviewed to date, one stated that he had difficulty in remembering the incident, as it occurred almost 35 years ago. Though he gave a statement, he also indicated that it was not a 'big thing'. He stated as he recalls, there were severa I of these a month, as small planes would often 'buzz' the Base. 123 [PAGE 127] The other witness, related that he was not sure if he could talk about the incident, and would not give a statement. He did inform writer that he did make an 'official' report, which could be obtained through the FOIA. WITNESSES THAT ARE DECEASED During the on-set of this investigation, while trying to locate various witnesses, it was discovered two of the witnesses are deceased. FREEDOM OF INFORMATION ACT To date, three letters have been addressed to various Agencies, in regards to obtaining copies of the reports covering the incident. Though those letters were received by those Agencies, our specific requests have not been 'addressed' by those Agencies at this time. A fourth FQilA is being drafted at this time, in regards to discovering if a possible Congressional Inquiry/Hearing was started in 1979 regarding WAFB. INTERRUPTION TO INVESTIGATION On 6-1-09, writer was assigned to investigate an incident that occurred in Liberty County, Texas (BAASS case number 090602-1). Summary Utilizing the two databases I find Locateplus to be more effective for the type of searches we are conducting for the Northern Tier project. Westlaw search database returned a total of 33,664 results for a total of 29 witnesses. Westlaw's search parameters are much too narrow. Westlaw doesn't allow for date/year of birth. The cost of searches utilizing Westlaw is unknown to me not to mention the countless hours of investigative time spent on phone calls and additional research. Locateplus search database returned a total of 61 witnesses for 23 of the searches and 11,760 witnesses for the remaining 6. Locateplus allows me to search by birth range. {e.g. 1935 to 1945) Utilizing this database would allow the SID to narrow the amount of potential witnesses. The cost of the searches came to a total of $31.50. It took me approximately 16 hours of investigative research. 40 Pro·ect NORTHERN TIER - Malmstrom Air Force Base AAP Person I have just now taken over this assignment frorriAAP Person 95 land I met with him on Thurs.day, June 25, 2009 to go over the work he had done thus far. It is my understanding from my conversations with ~P P:~~?~l -----· jhe had not had any contact with any witness in these sightings. 127 [PAGE 131] AAP Person 9.5 After my initial review the documents supplied byLJ·a-nd--th;--;i~;line ~P P~r.:?~- provided bySenioi:JAv-estiga.tGrF Ithe following numbers of witnesses have been identified for locating and possible follow up investigation: • During the time frame of August through December 1975, there are six (6) names discovered in the various documents from Malmstrom AFB that need to be located and contacted for follow up investigation. It is not known if these people are still living or can be located with the limited information we have. • There are a number of witnesses that are not named in the reports of these incidents, however effort should be made to identify these witnesses through whatever means possible, whether by interviewing the named parties or an FOIA request to identify servicemen assigned to Malmstrom AFB during the time ofthese events. 128 [PAGE 132] BAASS Continues Study on Information on UAPs released by the British, Canadian, French and Danish Governments • Over the past eighteen months, The Ministry of Defense (MoD) in the United Kingdom has released approximately 7297 pages of files pertaining to the performance of alleged UAPs in British air space. More recently the British MoD released a second group of files on March 21, 2009 comprising 1200 separate UFO cases in approximately 2000 additional pages. BAASS analysts have initiated the process of downloading, organizing and analyzing these files to determine the quality and quantity of reports that have been released by the UK government, particularly those reports that might pertain to events with national security implications. • In February 2009, the Canadian government authorized the release of 9500 pages of files pertaining to the behavior of alleged advanced aerospace vehicles in Canadian air space. The files cover the period 1947-1980. Many of the cases were investigated by the Royal Canadian Mounted Police. BAASS analysts have initiated the process of downloading, printing, organizing and analyzing these files. The aim is to delineate the extent of high quality evidence pertaining to the topic of advanced aerial vehicle performance in the 9500 pages of Canadian files. • On January 29, 2009 the Danish Air Force released 329 pages of reports on unusual aerial phenomena. All reports are in Danish; therefore BAASS contracted a Danish-English translator to produce English translations of all 329 pages of released files. The translation will be complete by March 13, 2009. Once the files are translated, BAASS analysts will examine them to delineate whether there are any cases that merit further study. 129 [PAGE 133] • Throughout 2005-2008, GEIPAN, a department of CNES (French civilian space agency), released about 100,000 pages comprising the investigative reports from approximately 1650 cases, including 6000 eyewitness interviews involving UAPs, the majority of which have been investigated by the Gendarmerie. BAASS translators/analysts are currently sorting and codifying the cases so that only the highest value cases for BAASS will be translated and entered into the BAASS database. 130 [PAGE 134] Conclusion Significant progress has been made in training and initially deploying BAASS field investigative teams during the month of June. Further, especially following the recent deployment of BAASS personnel to Northern and Southern Brazil, BAASS has begun to acquire significant information on UAP activity in Brazil. Recently, BAASS has initiated contact with Air Force personnel in Uruguay (CRIDOVNI). The BAASS MUFON relationship is being closely monitored especially since the case numbers that MUFON are alerting BAASS with are still considerably lower than originally expected. However, in BAASS's estimation, MU FON are entering the next several months with a much clearer sense of purpose regarding executing the deliverables of the contract with BAASS. The BAASS database of cases is now larger than any other database owned by UAP organizations in North America. Secondly BAASS is currently accelerating the acquisition of all information pertaining to advanced aerospace technology topic in the open literature, increasingly from other countries. 131
