MISCELLANEOUS The following information is submitted as of interest to the Bureau in the event TEpOrts of flying discs are still desired want GC The Havana daily newspaper Diario adie’ Maina’ fovenher 12 1957 carried a dispatch Megas November 11 19 at Pinar del Rio Cuba reporting that JO LETO and CARMELO ZMAN who had just ‘arrived in that town from the Matahambre Mines in Pinar’ del Rio Province claimed that they had seen a flying disc in the shape of a man's hat hovering over the general area of Matahambre for several minutes They claimed that this disc was larger than ordinary airpla normally seen in that area and that it was completely silent in its flight They said that it disappeared at a very high speed towards the sea There was no further descriptive information furnished in this newspaper article It is noted that Matahambre is located approximately 90 miles to the west of Havana No other reports corroborating the above were received and no inquiry has been made by this Rosen FLYING SAUCERS Tamm Trotter Nease Tele Room Holloman Ever since the Russians released Sputnik there Gandy has been a great increase in the number of flying saucers Dia and other unidentified flying objects UFO reportedly seen by we people all over the Se On October 10 1957 the Air Force was flooded with calls and the newspapers were full of reports that an unknown object described as looked like the moon and trailing a blue flame that pulsed like a heart had landed in the vicinity of Vernal Utah The Air Force immediately investigated these reports with negative results inasmuch as no object was located nor was there any evidence of an object having fallen in Utah Within the past two weeks reports tn these cases have increased tremendously and some of the more serious have been described as follows An object had landed in Nebraska with siz People aboard the persons had talked to a Nebraska farmer and then sped ofj into space a firey object was seen flashing across the southern skies from Albany Georgia to Miami Florida a Coast Guard cutter had sighted a huge object flying over the Gulf of Mexico and persons in the Southwestern states while driving their cars have allegedly seen UFO's that caused the engines in their automobiles to stop In view of the number of these reports the Bureau's Liaison Representative discussed these various sightings with officials of Air Force Intel ligence and was advised that all the cases mentioned above have for all practical purposes been iresolued as being nonauthentic or there was no basis for the Sightings Investigating details that the Atr Force had out in the fteld investigating these matters have not submitted their complete reports but have advised that they are all more or less negative The Air Force is following these sightings closely and all reports are submitted to the Air Technical and Intelligence Center at Wright-Patterson Air Force Base in Ohio where they are evaluated and analyzed In the reported to the Phoenix Office that he had taken photographs of what he believed to be flying discs but he did not have the negatives of the pictures with him promising he would bring them into the office the following day On August 30 1947 Rhodes brought negatives of the photographs he allegedly took at that time into the Phoenix Office and he was advised by SA Bailey Brower that the negatives were being accepted by the FBI for Air Force intelligence that there was a question as to whether he would ever get the negatives back With this understanding Rhodes left the negatives which were in he had a hobby of gathering information concerning flying saucers and also gathering information concerning mysteries of the sea He stated that any literature written he obtains in order to pursue this hobby He referred agents to books written by Major DONALD KEYHOE entitled Flying Saucers from Outer Space and a book entitled “Flying Saucers Conspiracy Both of these books were published by Henry Holt Company 383 Madison New York 17 New York Major KEYHOE is a retired Major of the Marine Corps Concerning the Bender Affair he referred agents to the book entitled They Knew Too Much About Flying Saucers written by GRAY BARKER and published by University Books Publisher April 1956 third printing June 1956 According to MARCK GREY BARKER resides at Clarksberg West Virginia Box 2228 and is a person with whom MARCK corresponds concerning flying saucers as BARKER is alleged to have a civilian investigative agency handling investigations concerning flying saucers MARCK related that he has corresponded with various harbor masters and the Navy relative to the “dreadful underground menace which relates to the disappearance of crew and passengers of various ships found floundering in the then inter- married with intelligent upright walking animals which race was EVE Then when the space people came back in the supply ships they saw what had happened and did not land but ever since due resulted in ghost stories such as footsteps doors opening and other such phenomena He stated that the space people are now gravely concerned with our atom bombs He said that the explosions of these bombs have upset the earth's rotation and as in the instance of the French bomb explosion in North Africa have actually caused earthquakes He said that the officials on earth are aware of this and this was the reason for the recent Geophysical Year in order to try to determine just what can be done He said these explosions are forcing the earth toward another polar tilt which will endanger all man- kind He said that the space people are prepared to evacuate those earth people who have abided by the Golden Rule when the polar tilt occurs but will leave the rest to perish He advised that the noted in the area Officer ZAMORA a well regarded and capable officer was noted to be perfectly sober and thoroughly frightened SA ARTHUR BYRNES JR was at Socorro New Mexico 4/24/64 and had noted the transmittal form from the Department of Defense has no objection to the publication of the article The FBI's attention was directed to page Also included with the manuscript was a copy of the author's transmittal letter to the Department of the Army stating he would like to know the name rank/grade title and office of each person who actually conducts the review of Bryant's article A review of the article revealed it is a criticism of the Department of Defense's policy with regard to issuing clearances of articles relative to Unidentified Flying Objects UFO particularly when the author is employed by the U.S Army as in the case of Bryant The article is in essence a history of Bryant's problems in getting articles published on UFO References to the FBI are as follows On page Bryant indicates he will reveal the role played by the FBI in monitoring UFO research activities of Army civilian employees On page Bryant refers to his being irt erviewed on 9-17-63 by Special Agent John Castles of our Norfolk Office Bryant states SA Castles con- tacted him in response to Bryant's letter of 7-23-63 to the Sheriff of Sussex County Virginia requesting UFO sighting data Bryant alleged Castles in order to obtain back- ground information concerning him in order to reply to the correspondence from the Sussex County Sheriff's Office and the Naval Base Norfolk Virginia mentioned above At the conclusion of the interview Bryant wanted to know what would be done about the information he furnished SA Castles at which time he was told that the infor- mation he furnished would be made a matter of record in FBI files Bryant was subsequently advised by in-absence letter of 9/27/63 that the confidential nature of our files would preclude complying with his request the copy of SA Castles memorandum concerning his interview with Bryant It appears that the reference to the FBI on page of Bryant's manuscript is not completely true However it has the effect of leaving the wrong impression the FBI was not investigating ‘Bryant but was merely interviewing him in order to respond to inquiries directed to us from other agencies SA Castles did not interview Bryant merely for the purpose of writing a memorandum for the files but that his interview of Bryant would be made a matter of record in FBI files Also the phraseology used by Bryant regarding SA Castles reference to the confidential nature of FBI files could be misleading These points should be brought to the attention of the Department of Defense RECOMMENDATION That Bryant's manuscript on UFO be returned to the Department of have its contents examined for adherence to accuracy propriety and security And the process applies not just to this article but to any others he might write on the military aspect of Unidentified Flying Objects While employed as a Department of the Army civilian I have been writing for the past six years unofficial critiques of the Federal Government's role in UFO research I have confronted and withstood the obvious objections to my writing on such a controversial subject e.g biting the hand that feeds you and I can only say to my detractors Someone must do it Someone must challenge the Command USCONARC where I was employed for two years As part of my early interest in aerial phenomena I had an unofficial notice published in the Fort Monroe Daily Bulletin for September 22 1958 The notice requested USCONARC personnel to report their UFO sightings to me for analysis It developed that fulfillment of my request would be in violation of two classified Army directives covering the official processing [PAGE 244] of such reports During my ensuing interrogation by two Army Counter-Intelligence Corps members at Fort Monroe I became fully aware that UFO's or flying saucers were being treated with grave respect by our military intelligence experts so I decided to reveal their official behind-the- scenes attitude to the public doing so in a lengthy report issued in 1960 The report had taken five months to make the rounds of the review-clearance mill but was finally cleared for publication in February 1960 Despite a subsequent admonition from the Civilian Personnel Officer at Fort Monroe to give up my campaign of seeking the truth about UFO secrecy I have continued to amass evidence against the censors And the censors still un Jenn Ae en persist in making to squelch rumors that UFO's were secret terrestrial weapons Pursuing this angle I wrote privately to the Combat Develop- ment agency at Eustis on March 13 1960 and asked whether aie [PAGE 246] they had been engaged in ew testing a saucer- like craft during the 1952 sighting crisis I never got an answer instead the post Col Frank Adams summoned me to his office and instructed me to explain the motives for my inquiry After assuring Col Adams that I had not intended to undermine local security measures but had merely posed an honest question he recommended I be more prudent in the future Here we mustn't reproach Col Adams too severely because his job was to abide by the military intelligence axiom of never underestimate a potential enemy This axiom no doubt inspired the following Eustis policy a policy which was probably the basis for Col Adams's investigation A great part of the information sought by people who do not have the best interests of the United States at heart is obtained from unclassi- fied sources through apparently innocent requests Any unusual request for information concerning the installation our personnel or other data should be brought to ths attention of the Assistant Chief of Staff You may see now that the sources as well as the fruits of my UFO research are subject to scrutiny by all interested authorities This fact became even clearer several months [PAGE 247] ago when I was finishing the groundwork for my recently published article A Hard Look at UFO News Management which was cleared by the Defense Department on October 10 1963 Here is how it began On July 23 1963 I wrote to the Sheriff of Sussex County Va requesting any UFO sighting data that he might possess While on duty at Fort Eustis the afternoon of September 17 I received a 10-minute visit from local FBI agent John Castles Not only did Mr Castles inquire about the Sussex letter but also about a similar letter I sent on August 1963 to the Commander of the Norfolk Va Naval Base Upon furnishing Mr Castles the information he desired on my Civil Service position ‘and my UFO writings I asked if it were customary for the FBI to interrogate anybody who expresses an interest in UFO's He said no that since his office was queried by the addressees of the two letters he was just seeking information on which he could write a memorandum for the files Mr Castles volunteered the following If the FBI has any such data on UFO sightings it is probably of an intelligence nature and thus would be unavailable to the public and to private individuals Again the authorities have shown a serious persuasive concern about the writings of a private citizen on objects [PAGE 248] which supposedly do not warrant such attention objects which officially are identifiable for the most part as natural aerial phenomena or some other familiar harmless manifestation How can the over-all review-clearance system be manipulated by the UFO censors Take as an authoritative answer the following excerpt from a letter written to me by a local USAF official Chapter Section paragraph 2a(7 of Air Force Manual 190- June 1960 says in part ‘When the manuscript concerns military subjects national or foreign affairs it will be submitted to SAF-OI to review for accuracy propriety and to obtain final clearance from the Department of Defense This policy applies to Air Force active duty personnel retired personnel civilian employees and members of the civilian components SAF-OI is the symbol for the Office of Information Secretary of the Air Force Another directive Air Force Regulation 200-2 governs activities as they relate to Unidentified Flying Objects This regulation says only that base Information Officers may examine manuscripts which are submitted to them to be sure they are factual and accurate The same groups of persons as indicated above according to this regulation may not use Air Force material on Unidentified Flying Objects for their writings Quite a challenge isn't it But as long as you and I are willing to meet it there is still the hope that the censors will admit defeat and capitulate You may be asking yourself If the censors do exist then why is Bryant allowed to continue publishing his manuscripts That has been my question too and the only solution I can offer is that freedom of information has yet to perish entirely in America [PAGE 249] From inches in height emaciated not well clothed bluish-green in complexion prick ears and ex- tremely successful investigators ADDITIONAL FACTS One of the above mentioned two men leaned over steel top of filing cabinet and with his curiously curved hand made an in- dentation in the steel at least inch deep The indented steel was sent to a wetallurgical chemist who said that to produce such indentation would require a force of some 2,000 lbs to the inch He also added that traces of more than a dozen unknown elements were found in the dents CONCLUDING REMARKS a It was reported that the F.B.I sent several agents to investigate these two men but by the time the agents ar- rived the two visitors from outer space had disappeared in mid-Feb ruary 1953 The steel filing cabinet is suppose to be lock-
