Official description
This file contains memorandums, correspondence, and forms related to the reporting of information on flying discs and investigations into sightings.
✦ AI summary
This 28-page file collects Air Force "Flying Discs" correspondence from February to June 1948, with a few earlier items, and several index forms name it "Project SIGN". A disposition form dated 27 February 1948 states that it is Air Force policy not to ignore reports of sightings and phenomena in the atmosphere, that Air Materiel Command has been designated to collect, collate, evaluate and distribute all such information that can be construed as a national security concern, and that all Air Force installations are to report sightings directly to it, listing the data to include (location, time, weather, witnesses, photographs, and the object's number, shape, size, color, speed, heading, maneuverability, altitude, sound and exhaust trail). The Director of Plans and Operations rejected an Air Materiel Command proposal to keep a fighter or interceptor on continuous alert at every installation to photograph such objects, calling it unfeasible because of cost and because proper interception is not possible, except by accident, without complete radar coverage. Reported cases include an 8 May 1948 sighting at Hobson, Ohio, by New York Central railroad employees, who described a round, phosphorescent object that appeared about nine inches across from the ground, at 6 to 8 miles altitude, heading 90 degrees, with a phosphorescent trail; two objects reported falling near Bakersfield, California, on 5 and 8 March 1948, which searching parties did not locate; and a January 1948 report at Houston, Texas, relayed through the FBI. A September 1947 Air Materiel Command letter and a 16 February 1948 memorandum link the inquiry to the German Horten brothers' tailless aircraft, with the Collection Memorandum Number 7 to be used for questioning them.

Reference is made to Colonel McCoy's informal proposal that certain fighter aircraft be maintained on a continuous alert status, within the Zone of the Interior, to aid in gathering information on Flying Discs. 2.
