Offizielle Beschreibung

Dieser Fortschrittsbericht von Bigelow Aerospace Advanced Space Studies (BAASS) vom April 2009 fasst die Tätigkeiten des Auftragnehmers im Zeitraum vom 1. bis 30. April 2009 zusammen.

[PAGE 6] We are optimistic that in the next 2-3 months we can hire the first year's full complement of staff (approximately 50-60 personnel to begin the 2 nd year) that will make BAASS the most maximally productive organization in this field. However, this will give BAASS a base that will only partially cover the investigative and analytical needs within the United States. It is essential to increase our funding for next year if we hope to expand to fully cover the United States, not to mention beyond the borders of the United States. 4 Thl5 information is proprietary and confidential and cannot be di55eminated 01 used without prior written consent from ttle Operating Manager of BAASS•. [PAGE 11] BAASS has Contracted to Purchase Information on UAPs from MUFON In order for BAASS to best serve the government it needs to become the central information source on UAPs in the United States and around the world. It is essential to receive information on current UAPs that are occurring in real time in the United States until BAASS has sufficient staff (possibly 250 people ) and other internal capabilities. One way for BAASS to achieve this goal is to contract with an organization that has hundreds of investigators already in place around the United States. The Mutual UFO Network (MUFON) is such an organization. MUFON has been in existence for four decades and currently has approximately 1000 volunteers who can investigate reports of UAP sightings in all SO states. In February 2009, BAASS executed a Purchase order with MUFON that entitles BAASS to: (a) receive notification of significant reports on UAP sightings from anywhere in the United States within hours, (b) receive timely reports from MUFON investigators regarding investigations of these incidents (c) receive physical evidence (including photographs, digital recordings, samples of soil, insects, plants, and animals) for scientific analysis. BAASS has multiple laboratories that are ready to conduct forensic, photographic, metallurgic, chemical, isotope, biological, chemical analysis of any specimens that BAASS receives from MUFON. BAASS has already hired a small team of ten high quality top investigators with extensive intelligence and law enforcement investigative experience. These investigators are currently located in Las Vegas and are trained to deploy as "special forces" rapid reaction investigative teams that are deployable anywhere in the United States if BAASS determines that high value UAP cases warrant additional investigations. However this investigative group is still far too small to even cover the geographic area needed in the United States, much less outside this country. 9 This information 1s proprietary and confldential and ca1111ot be disserniAated or used without prior writteA coAseAt from the Operating Manager of BAAss•. [PAGE 12] The following two documents comprise MUFON activity summaries for March and April 2009. Note: BAASS currently has concerns about the current level of productivity from MU FON, especially what appears to be a significant decrease in cases during the month of April. MUFON SIP Report for February- March 2009 April 16, 2009 Executive Summary MUFON's efforts for February and March 2009 were focused on putting in place the necessary logistical controls and personnel in support of the SIP Project and to meet MUFON's goal of initiating Dispatch operations and field deployments by April 1, 2009. The key positions of Project Coordination Manager and Project Operations Manager were filled first. MUFON then spent a considerable amount of time recruiting Dispatch Operators, State Coordinators and Field Investigators and training them on their respective project duties. MUFON's Case Management System was upgraded to support project operations and considerable effort was made at the MUFON archives to catalog archive holdings. To allow Dispatch Operators to work virtually from their homes, MUFON researched and then purchased Internet based services on Shiftboard.com and Skype.com that make MUFON Dispatch appear to be a centralized operation while at the same time providing management of all dispersed project personnel. MUFON also set up a separate bank account and books for project funds. MUFON participated in a single media interview on the project on March 15 on Coast to 2 Coast withl1843(a)( ) IAll set goals were met in February and March and MUFON was able to successfully initiate Dispatch and Field De1Ployment operations on April 1, 2009. 10 This Information Is proprietary and confidential and cannot be disseminated or used without prior written consent ft 0111 the Ope, ati11g Manage, of BAASS•. [PAGE 13] Detailed Report for February-March, 2009 After finalizing the MUFON-BAASS project contract on February 20, 2009, MUFON initiated efforts to put in place the necessary logistical and personnel resources in support of the project: Project Kickoff On February 24, 2009 an email was sent to all MUFON State and Assistant State Directors announcing the SIP project. MUFON conducted three teleconferences on February 27, 28 and 29 with these directors to explain the project in detail and to gather feedback. The overwhelming response from MUFON state chapters was positive and in support of the project. On March 2, 2009 an email was sent to the entire MU FON investigative network opening up the project for position recruitment and directing interested MUFON members to review the project details and download the position application form at www.mufon.com/ MUFONSIP.htm . On March 7, 2009' MU FON' s I....AA _ P_P_er_so_n_1_0_2_____________, created a series of talking points that was emailed to the MUFON investigative network with instructions to adhere to only these points if interviewed by the media concerning the project. CMS Changes IAAP Person 107 ladded an additional field to MUFON cases called "Category" so that Dispatch Operators could categorize each case. In addition a separate notes field was set up called " Dispatch Notes" for Dispatch Operators to input t heir own notes on a case. Dispatch Operations MUFON Dispatch Operators (DOs) work 4 hour shifts and there are 4 workshifts in a day starting at 6AM Pacific Time and ending at 10PM Pacific Time. To automate dispatch operations, MUFON is maximizing the use of technology. Dispatch Operators only need an Internet connected computer with audio capability to do their jobs. DOs schedule themselves for shifts through shiftboard.com which allows project managers to verify that all shifts have coverage and that there are no overlaps in schedules. When a shift starts, Dispatch Operators log on to the following websites: 1. MUFONCMS.COM - to monitor all incoming cases. When a new case arrives in CMS, the DO contacts the witness to verify identity and the details of the case. They then immediately categorize the case. If a case is Cat 2/3 and is recent, AAP Person 59 is immediately notified that a case AAP Person exists for potential deployment. ••• ········then contacts the S.tate ···59············ Coordinator and they jointly discuss logistics and available personnel. Once a decision has been made to deploy, BAASS is notified via the BAASS duty cell phone number or if during the word day by calling the BAASS office. 12 This i11fofm11tion is proprietary and eonfidentiel end eannet be disseminated or used without prior written consent from the Operating Manager of BAAsse. [PAGE 15] 2. SHIFTBOARD.COM - to verify shift duty and to find out who the upcoming DO is. 3. SKYPE.COM - all outgoing and incoming phone calls between the witnesses and DOs or between the DOs and MUFON project personnel is handled through a SKYPE phone number. This number "rings" on the computer of the DO who is currently on shift thereby acting as a virtual phone number. DOs can make outgoing calls to anywhere in the United States without having to use their personal phones. Headsets were purchased and mailed to DOs. 4. GMAIL.COM - witnesses can communicate through email with a DO via a GMAIL account. Training Dispatch Operators were trained on the standard operating procedures of Dispatch through a teleconference call that was held on March 26, 2009. Recruited State Coordinators and Field Investigators were trained on the standard deployment protocol through a teleconference that was held on March 27, 2009. Field Investigation Field Investigators also have accounts at Shiftboard.com which they use to report their availability for deployment. There are multiple teams defined in shiftboard: - State Teams - Regional Teams - Nationwide Team Each investigator is a member of their respective state team, but may also be members of wider regional and a nationwide team depending on their willingness to travel outside their states. To minimize project travel costs, local state investigators will be deployed on cases in that state, but if local state investigators 13 This i11fo1111atio11 is proprietary arrd co11fide11tial a11d ca1111ot be disse11rhrated or used without prior written consent from the Operating Manager of BAASS"'. [PAGE 16] are not available then MUFON will deploy regional investigators or nationwide investigators. Recruited field investigators that did not have a current version of the MUFON Field Investigator manual 5.0 were sent a copy. MUFON has assembled a rapid deployment kit consisting of Group 2 and 3 equipment (as outlined in the Field Investigator manual) that would be shipped to the location of a deployment. Each investigator will be equipped with Group 1 equipment that they would personally carry to the field. To facilitate deployments MUFON is issuing reloadable Visa cards to each field investigator. When a field investigator is deployed, MUFON HQ is able to load their Visa card with the per diem funds for their deployment, thereby minimizing the amount of out of pocket expenses a field investigator incurs. In addition central reservation of plane tickets, hotel and rental cars is made from MUFON HQ. MUFON Archives The MU FON paper archive and library was reorganized and indexed to facilitate searching for case data and periodicals. Project Accounting MUFON set up a separate bank account and is using a separate set of books for accounting for project funds. Quickbooks is used for accounting and for assisted payroll. Project personnel are paid twice a month for work done in that month. 14 Tl.is i11fo; n,atio11 is prop, ieta,, and confidential and eanriet be disseminated or used without plio1 wi itte11 co11se11t fro111 the Ope, ati11g Ma11age1 of BAAsse. [PAGE 17] MUFON SIP Report for April, 2009 May 6, 2009 Executive Summary MUFON Dispatch began operations on April 1st with 16 hours a day, 7 days a week coverage from 6AM PST to 10PM PST with no lapse in coverage for the entire month. MU FON Dispatchers did an outstanding job vetting all incoming CMS cases. Of the 319 United States CMS cases in April, nine of them were category two cases. Three of these cases were historical. Of the remaining six, MUFON SIP investigators deployed on four, three of them in April, and the fourth one in May as it occurred at the end of the month (will be included in the May report). The remaining two were not deemed worthy of deployment. There were no category three cases in April, 2009 and the remaining 310 cases were category ones. Based on statistics kept from 2007 - 2009 (see attached report), April shows a decrease of almost 150-200 case reports as compared to the first three months of 2009. MUFON cannot determine at the time a seasonal trend that would account for this dramatic drop. The limited number of investigation deployments in April can be directly attributed to both this drop in reports in combination with Dispatch properly vetting incoming cases. Detailed Report for April, 2009 CMS BAASS authorized MU FON to spernd project funds on CMS programming support and MU FON is currently recruiting for a computer programmer. Future changes to CMS will include keyword search capability and other changes in support of the project. Dispatch Operations The month of April was on the job training for MUFON Dispatch Operators and shift handling and incident response has been fine tuned. MUFON now has a dedicated and efficient group of dispatch operators who are doing an excellent 15 This inforn, ation is p, oprieta, v and confidential and can11ot be disseminated or used without prior written consent fron, the Operati11g Manager of BAASSfl. [PAGE 18] job at front ending all incoming reports. We experienced some issues with the Skype Call-In number, but those issues have been worked out and MUFON will now begin forwarding incoming telephone reports to MUFON's 1-800 hotline to MUFON Dispatch. In addition MUFON Dispatch Operators will start inputting MUFON historical archives in CMS. While I video taped, ***** drove as they both described the craft, where they saw it, and it's placement in the sky and over the trees. They described the craft as being as large as a small house hovering over the tree tops about 200 feet In the air. I asked them to describe the size by their arm at length showing my fist as a size comparison, and they said bigger. I spread my fingers, and they said bigger, more the size of both of my hands side by side. The color was an orange light undefined. ***** said it looked like the center was dark, and the light was coming from a tube light surrounding the craft. ****didn't see that from her angle, but saw one large round/oval odd shape indescribable light with what looked like an army net attached above it. It made no sound, had no smell, they followed the craft with their car and there was no electromagnetic effects. There were dogs barking, but they claimed that there are a lot of dogs in the area and that they bark all the time. I asked them what made them notice the object? A Burlington Northern freight train passes through the edge of town quite frequently. There are 3 intersections so as it passes them, the train blows its whistle in 3 separate bursts. That night there was one long whistle burst. They though the kids might be in trouble on the tracks so with hearts beating fast they headed that way. That is when they spotted the large craft hovering at the end of the street. As they drove towards it, the craft moved about 1 mile an hour to the left, and as they approached closer, it shot off/ backwards out of sight. They described the craft as being 19 This Information Is proprietary and confidential and cannot be disseminated or used without prior '#Fitten consent from the Operating Manager of BAAss• . I thought oh its the radio tower but still felt on edge and watched as it moved with in a 100 feet of me and i could see florecent lights 3 , on each side of a triagular figure. i kept thinking i am close to nebo mountain that has to be their lights, but the lights moved closer, i became really scared ... rolled up my windows, ran off the road twice trying to get a good look and I saw the same rotating lights 3 on each side of a triangle. my car started a constant vibrating sound(soundelike a flat tire)i started to call 911 and my phone was dead, it was fully charged . then all of a sudden there was a flash, like a light bulb had totally illuminated the road and my vehicle. and then the drive home was non-eventful, my car was driving sound and secure and as i drove futher I was no where near mt, nebo.although i watched my vehicles clock the entire time , there was no missing time in the event./ what also I would like to add Is that this is the second encounter of ufo activity i hve encountered, and 3 othter people in 3 different places can back me up, because in or around 2003 or sometime in that area, 3 different people have seen what i have seen in three different places at the same time. also we have a nuclear plant in london arkansas, it is not far from us, we are in the evacuation route area if this helps any.also when i got to work i checked my tires and all were fully inflated, no signs of a flat. my phone did not work the rest of the day , i had to fully recharge when i got home, i didnt think it was gonna work for a while, took alot of charging. Discussion with Dispatcher: late this afternoon uncovered the following: At 5:20 am witness was on way to work Apr. 20-09 . The witness is a Nurse. Witness was driving on highway encountered large Triangular Shaped craft - proximity within 100 feet at closest point. She also started thinking that her right rear tire was getting a flat because she heard a noise but she didn't really feel anything different. The car wasn't swaying. It seemed to her like dashboard wasn't lit up as it should have been. Her headlights weren't illuminating like they should have either. She got concerned for her safety and rolled up her windows. She tried to call 911 but her phone wouldn't work. She had used it the night before and that morning and believed it to be fully charged. As the craft got even closer, all of a sudden she could see three silverish, metallic blue rotating lights on each side of two sides. She started running off onto the side of the road trying to watch it. She watched the lights for approximately 20 minutes. At first she thought the light was from coming from Mt. Nebo. She couldn't see anything on the back side but there is no doubt in her mind that the craft was triangular. When she held her hand out in front of her, the size of the object was larger than a baseball. The craft appeared to be tilted. She was then absolutely stunned by a flash...it reminded her of a camera flash and illuminated everything below it. ... going several feet in front of her car. She wondered to herself if she was having her picture taken and if they could read her thoughts. The craft was hovering but made no noise. After the flash, she looked back and the craft was gone. Her tires are just as they were with no apparent damage. At the time, ***** was fearful of being stranded and alone on a deserted road that she's not familiar with. Later, she felt she was in shock. She walked into work and one of the girls came up to her and said what's wrong with you? The night nurse's voice was killing her ears. She went to say good morning and couldn't; her throat felt like it was choked up from the experience (rather than something that was done to her.). She went out and had a cigarette. [PAGE 34] BAASS Progress on Northern Tier Sightings INITIAL ANALVSIS Project Northern Tier In an effort to organize the information and enhance the progress of the BAASS investigation of the Northern Tier (NT) events the following initial analysis was prepared. This will be a living document and subject to change throughout the process of the project. Initial Analysis: After analyzing a considerable amount of information regarding the NT events the following information is noted: This analysis concentrated on incidents from 1975 - 1976 timeframe; however, the data from all NT events over the years has had the initial look. The 1975 - 1976 timeframe was chosen based on some very simple criteria: the age of the incidents; the volume of information and the likelihood of being able to contact witnesses for re-interview who will still have a fairly good recollection of the events. Specifically addressed in some detail are Unexplained Aerial Phenomenon (UAP) events during the period Sep - Nov 1975. During that period several U.S. Military (mostly USAF) facilities experienced very similar incidents. These were often reported as "helicopter sightings" as the UAP were reported having appeared to hover during the sightings. Three USAF facilities received the majority of these events during the timeframe; Malmstrom Air Force Base (MAFB), MT; Wurtsmith AFB (WAFB), Ml; Loring AFB (LAFB), ME; as well as a Canadian Forces Base (CFB), Falconbridge, ON. These locations provide the largest number of potential witnesses, not to 32 This info, 11,atio11 is proprietary end eonfideAtial aAd eaAAot l:le disseminated or used without prior written consent from the Operating Manager of BAASS". [PAGE 35] mention what would appear to be reliable sources. Additionally, a second run of the time frame of interest, this time including other military installations with nuclear weapons capability as well as non-military nuclear facilities such as power production (Attachment 1) Malmstrom Air Force Base. Great Falls. Montana The first geographic area addressed was the area of Malmstrom Air Force Base (MAFB), Great Falls, Montana and the surrounding ICBM fields. A tremendous amount of data was available from the 1975-76 timeframe. Most of this information is due specifically to the efforts of Keith Wolverton, Deputy Sheriff, Cascade County, MT. During the period August 1975 through December 1977, Wolverton documented over 250 events in and around the geographic area. These events include what he termed "Helicopter" (any event where the target hovered); " UFO" (simply that Unexplained Flyers); and "Animal Mutilations". Incidents termed "Animal Mutilations" were not considered in this report. MAFB was, at the time, a significant Strategic Air Command (SAC) installation. During the period MAFB housed strategic bombers (B-52s) as well as hundreds of Inter-Continental Ballistic Missiles (ICBMs). MAFB maintained alert aircraft resources; B-52 variants maintained at nuclear ready status. Additionally, the ICBM unit maintained a vast number of Launch Control Facilities and Missile Sites. These were spread across a considerable geographic area (an area of 23,000 square miles), more often than not in fairly remote and not easily accessible locations. Wolverton documented 129 events titled "UFO"; the earliest being in August 1975 through October 1976. Attachment 2 is a map of the area with events occurring in 1975 plotted. Not all events Wolverton documented in 1975 are depicted on the map. Events with vague or unknown locations were not 33 This i11fo, 11,ation is proprietary a Ad eeAfideAtial aAd caAAot be Elissemir:iated or used without prior writtcA consent fron, the Ope,ati11g Manager of BAAss•. [PAGE 36] plotted. Additionally, events documented outside of the area recognized as USAF Missile facilities were not plotted. In 1976, Wolverton documented additional 108 events. The same criterion was applied to these incidents as was used in plotting the 1975 incidents. Attachment 3 is a map of the 1976 events. The Events in the Malmstrom area continued into 1977. Wolverton documents 14 more events through December of 77. Events in that area then tapered of greatly. A considerable number of the events appear to have been in, or very near, the city limits of Great Falls. The vast majority of the events plotted are also within or very near the ballistic missile facilities. Wurtsmlth AFB, Oscoda, Ml During the late evening hours of 30 Oct 75, several ground personnel reported seeing an airborne unidentified (reported as a helicopter) in the area of the perimeter of the base. Initially the sighting was near the base entry point in the Capeheart housing area. The personnel making the initial sightings were Security Police personnel. Based on the reported time of the incident (2200) these personnel would have been in the final hour of their shift. Security Police shifts normally ran during the following periods: 0700-1500; 1500-2300; 2300-0700. Shift change times, based on the above shifts, would have been 0630; 1430; and 2130. At these times the on duty shift would be preparing their posts for the oncoming personnel. The oncoming personnel would be drawing their weapons, preparing their vehicles and conducting inspections. Based on the reporting, the unidentified began its flight on the south-east side of the base and followed the perimeter, traveling to the north passing the main gate, where it was again sighted by the on duty gate guard. Another USAF enlisted member who was in the area of the Base Motor Pool also observed the 34 Tliis i11fo1111atio11 is p, oplieta, y and confidential a11d cannot be disse111i11ated 01 used without plior writte11 consent from the Operating Manager of BAAss•. [PAGE 37] unidentified as it traveled along the perimeter. The unidentified then purportedly traveled on to the north approaching the Strategic Air Command (SAC) Alert facility and the area of the Weapons Storage Area (WSA). Through the reporting it was not clear the amount of time this covered or how long the unidentified loitered in the area of the either the Alert Facility or the WSA. The unidentified then departed the WAFB area and proceeded to the East over Lake Huron. A KC-135 aircraft was returning from a routine flight at the time of this incident. The 135 was tasked with locating and identifying the unidentified based on ground based radar confirmation of the ground sightings. The aircrew indicates they were vectored to the general area of the uni'dentified over Lake Huron by air traffic control personnel. Reporting shows they made contact with the unknown over the lake and followed it to the general area of Bay City, Ml where they lost contact. Shortly after losing contact the 135 turned in a northerly direction and began their return to WAFB. Shortly following their turn the unidentified reappeared, appearing to follow the 135. It followed for a short time (NFI) and then departed. The 135 crew returned to base and landed. While the sighting would be questionable had it only been seen by personnel on the ground, the fact three separate ground personnel made the same basic observation would tend to enhance the credibility. Further enhancing is the ground based radar detection of an unknown target in the air in the general area of the Alert Facility/WSA. The aircrew having visual and electronic verification of the unidentified makes this one worthy of additional attention. The pictures marked as Attachment 4 are provided to illustrate the path of the UAP, per the ground and aerial observations. Loring AFB. ME The events on and around LAFB are eerily similar to those at WAFB. The t iming was extremely close as well as the description of the incidents. The major 35 Tliis i11for111atio11 is pr opr ietai vand confidential and eannet ee dissemiflated or used without prior written consent fmm the Operating Manager of BMss•. [PAGE 38] difference was the lack of aerial sighting of the UAP. During the timing of the events numerous ground personnel reported direct observation; however, despite numerous attempts an Air National Guard helicopter crew was unable to observe the object from the air. The fact the ANG was tasked with an airborne mission based on the events at LAFB is significant; as well as the inclusion of Canadian officials on these airborne missions. An aerial map of the Loring AFB area can be found as Attachment 5. These incidents sparked a series of high level communications, mainly from the North American Air Defense (NORAD) Headquarters, Colorado Springs, CO and Strategic Air Command (SAC) at Offut AFB, NE. While this message traffic would have been routine based on threats to SAC resources it is noted for SAC to move all their facilities to a higher alert level is itself an apparent acknowledgement of the events. During this same timeframe there are reports of several incidents near Canadian Forces Bases (CFBs) in the Ontario and New Brunswick provinces. There is oddly a significant lack of much detail regarding these incidents. While the "NT" events are significant based on the vast majority of the sightings being at or very near nuclear weapons facilities; this would not be a relationship that would hold true with the CFBs. I have not been able to track down any information to indicate the U.S. was sharing, storing or had given nuclear weapons to the Canadians. That said however, there are Canadian nuclear power and nuclear power research facilities in the general vicinity of the events in Canada. The map listed as Attachment 6 shows most of the major USAF installations, which at the time were either active nuclear armed units; had a major role in the Command and Control of these arms; or was a "safe haven" for senior government personnel in the event of nuclear confrontation. 36 Tliis info, 111ation is proprietary end confidential and eannet be dissefl'linated DI used without prim writte11 co11se11t f10111 ll,e Ope1ati11g Manage, of BAAss•. It will be broken into geographic areas to simplify the gathering of information as it pertains to that area and events. This is not intended to be a final and static document, but a living and evolving guide to the investigation. NOTE: These plans are currently general and will be focused by the initial feedback from the first wave of eyewitness interviews. Because of the uncertainty of tracking down witnesses 30 years after the fact, there are no definitive predictions that can be made regarding the outcomes of selected points of this strategy. Wurtsmith Air Force Base If these still exist there may be additional info available regarding witnesses. Based on time of day there should (could have been) many additional LE and Security personnel witness this i1ncident. No real mention of CSC or Alert Facility or WSA Control involvement. The Alert Facility has an Alternate Central Security Control Tower with a minimum of 1 SPS member maintaining a desk blotter of incidents inside or directly affecting the Alert Facility. There is also a Gap Guard (guarding the gap in the fence allowing the alert aircraft access to the taxi and runways, as well as an Alert Fire Team (AFT) facility (AFT consists of 5 members) and a minimum of two internal Security Response Teams (SRT) (two man patrols inside the area). No mention of any of these personnel. The WSA is very similar in manning to the Alert Facility. There are a definitive number of two man SRT teams inside the area and mobile at all times. Also, the WSA has an AFT shelter as well with at least one, if not two AFT. Again, there was no mention of any of these personnel in the reporting. There should also be roving SRT vehicles tasked with staying in designated patrol sectors of these two HIGH priority areas. 43 This Information Is proprietary and confldentlal and cannot be disseminated or used witI ,out p, io, w1 itte1, co1,se1 ,t f, on, the Operating Mai ,age1 of BAASS"". [PAGE 48] BAASS Continues Study on Information on UAPs released by the British, Canadian, French and Danish Governments • Over the past eighteen months, The Ministry of Defense (MoD) in the United Kingdom has released approximately 7297 pages of files pertaining to the performance of alleged UAPs in British air space. More recently the British MoD released a second group of files on March 21, 2009 comprising 1200 separate UFO cases in approximately 2000 additional pages. BAASS analysts have initiated the process of downloading, organizing and analyzing these files to determine the quality and quantity of reports that have been released by the UK government, particularly those reports that might pertain to events with national security implications. • In February 2009, the Canadian government authorized the release of 9500 pages of files pertaining to the behavior of alleged advanced aerospace vehicles in Canadian air space. The files cover the period 1947-1980. Many of the cases were investigated by the Royal Canadian Mounted Police. BAASS analysts have initiated the process of downloading, printing, organizing and analyzing these files. The aim is to delineate the extent of high quality evidence pertaining to the topic of advanced aerial vehicle performance in the 9500 pages of Canadian files. • On January 29, 2009 the Danish Air Force released 329 pages of reports on unusual aerial phenomena. All reports are in Danish; therefore BAASS contracted a Danish-English translator to produce English translations of all 329 pages of released files. The translation has been completed and BAASS analysts are in the latter stages of examining them to delineate whether there are any cases that merit further study. 46 Tliis i11fo111,atio11 is p, oplietary and confidential and cannot be dissemir, ated or used ••♦1ithout prior '.♦..Fitten consent from the Operating Manager of BAAss•. [PAGE 49] • Throughout 2005-2008, GEIPAN, a department of CNES (French civilian space agency), released about 100,000 pages comprising the investigative reports from approximately 1650 cases, including 6000 eyewitness interviews involving UAPs, the majority of which have been investigated by the Gendarmerie. BAASS translators/analysts are currently sorting and codifying the cases so that only the highest value cases for BAASS will be translated and entered into the BAASS database. 47 Tiois i11fo1111atio11 is proprieta,y a11d co11fide11tial a11d ca11not be disseminated or used without p, io, wt itte11 co11se11t from the Operating Manager of BAASS•. [PAGE 50] Conclusion Significant progress has been made in training and initially deploying BAASS field investigative teams during the month of April. Further, BAASS has begun to acquire significant information on UAP activity in Brazil. The BAASS MUFON relationship is maturing, but the case numbers are still considerably lower than expected. The reasons for this drop in case number are currently under investigation. The BAASS database of cases is now larger than any other database owned by UAP organizations in North America. As BAASS makes progress in and accelerates the hiring of emplloyees in the coming weeks, it will be crucial that the organization has rapid access to the information that will keep the scientific staff engaged. Secondly BAASS is currently accelerating the acquisition of all information pertaining to this topic in the open literature, increasingly from other countries. 48 This information is proprietary and confidential and eannot be disseminated or used without prior written consent from the Operating Manager of BAAss•.
