Diese Akte ist eine Sammlung von Memoranden und Korrespondenz der US-Regierung im Zusammenhang mit „Project Sign,“ einem 1948 initiierten Programm der U.S. Air Force zur Untersuchung von Meldungen über Flugobjekte mit hoher Leistungsfähigkeit. In attempting to arrive at conclusions as to the nature of uniden- tified flying object incidents in the United States, this Command has made a study of approximately 180 such incidents, Data derived from initial re- ports have been supplemented by further information obtained from check lists submitted by mail, from interrogations of other field agencies, and by personal investigation by personnel of this Command in the case of in- cidents that seem to indicate the possibility of obtaining particularly significant information. 2. The objects described fall into the following general classifica- tion groups, according to shape or physical configuration: ae Flat disc of circular or approximately circular shapes be Torpedo or cigar shaped aircraft, with no wings or fins visible in flight. Ce Spherical or balloon shaped objects. d. Bells of light with no apparent form attached. 3. Some of the objects sighted have definitely been identified, upon further investigation, as weather or upper air scientific balloons of some type. A greet many of the round or balloon shaped objects indicated in paragraph 2c above are probably of the same nature, although in most cases, definite confirmation of that fact has been impossible to obtain. 4. Some of the objects have been identified as being astro-physical in nature. For example, in daylight sightings, the planet Venus has been reported as a round, silvery object at extremely high altitude. Action is being taken to obtain the services of a prominent astro-physicist as a con= sultant, to study all of the incidents to determine whether some can be identified as meteors, planets or other manifestations of astral bodiess 5e Arrangements for accomplishing a study of the psychological problems involved in this project are being made in coordination with the Aero -Medical Laboratory at this Headquarters. So far, no physical evidence of the existence of the unidentified sightings has been obtained. Prominent scientists, including Dr. Irving Langmuir of the General Electric: Company, have been interviewed to determine whether they could advance any reasonable explanation for characteristics exhibited by the objects sighted. In an early interview, Dr. Lengmuir indicated that these incidents could be explained, but insufficient data were available at that time on which to base definite conclusions. It is planned to have another interview with Dr. Langmuir in the near future to review all the data now available, and it is hoped that he will be able to present some opinion as to the nature of many of the unidentified objects, particularly those described as "balls of light." 7. All information that has been made available to this Headquarters indicates that the discs, the cigar shaped objects, and the "balls of light" are not of domestic origin, Engineering investigation indicates that disc or wingless aircraft could support themselves in flight by aerodynamic means. It is probable that the problems of stability and control could also be solved for such aircraft. However, according to current aerodynamic theory in this country, aircraft with such configurations would ve relatively poor climb, altitude and range characteristics with power plants now in USC. 8. The possibility that the reported objects are vehicles from another planet has not been ignored. However, tangible evidence to support con- clusions about such a possibility are completely lacking. The occurrence of incidents in relation to the approach to the earth of the planets Mercury, Venus and Mars have been plotted. TO WHOM IT MAY CONCERN: Dear Sir: On the Fourth of July (July ), 1948) my wife and I were sitting on a bench on our lawn and we were watching the stars, planes, etc., At 11:15 P.M. D.S.T. we saw something very strange. We thought we saw a star moving. There was a slight in the sky the same color and size of a star and it was moving. We decided it Was a plane but ut made no noise. We soon changed our minds because this "thing" moved across the sky then stopped for about 8 seconds then changed its course a bit and went straight and stopped again for about 5 seconds, changed its course a bit and went Straight for awhile and stopped again this time for at least 15 seconds then it went across the sky a little ways and disappeared completely. When this "thing" stopped in the sky , if you didn't know where it was at, you could not tell it from a star as the resemblance was identical to a star. After reading in the paper on July 8, 1948, about two women seeing "Flying Saucers" in the day light July 8, I believe I saw a "Flying Saucer" or something 4n the night July ), because I know it was no star or an airplane because neither can travel and stop in the air like this "thing" did. I live about 23 miles from these women who have seen the "disc" in the daylight. Has the War Department any comments on, these strange "discs?" THOMAS The undersigned officer was participating as pilot on a local flight on Friday, 30 April 1948, in Navy aircraft, SNJ Buno 90731. At approximaely 1015 local time, at an altitude of about 5500 feet, on a magnetic Leading of about 180 degrees, j st south of Anacostia Naval Air Station, an object was sighted ahead to the left and about 1000 feet below af a distance of about 1 mile. The object resembled a yellow sphere estimated at 25-0 feet in diameter. The flight path of the object was in approximately a South to North direction (despite upper wind from North Northwest) and apparently followed a constant altitude. Pilot did not pursue object further because it was entering the prohibited flying area, U.S. Capitol, White House Area. The object appeared to pilot to be a yellow (or bright colored) balloon and attracted attention principally because of its flight path. She has been writing to just about everybody in the Government concerning the strange lights she has seen over the Jersey Coast. Her Senator, President Truman, The F.b.1., Aut, and various radio commentators have been the objects of her attention for some time. 3. Her correspondence with AMC finally reached such a crescendo that an officer was sent down to Wildwood especially to interview her. After talking with her, it was decided to pursue the matter no farther. To play safe, however, the officer made arrangements with the Coast Guard Headquarters in Washington, in coordination with this Directorate, to report any unusual aerial phenomena to AMG. Coverage of general daxestic newspapera can be obtained through Consolidated Press Clipping Bureaus, 431 South Dearborn St., Giieago, with branches in New York, Kansas City and Minneapolis; Henry lomeike, Inc., 220-30 West 19th St., New York, and American Press Clipping Service, 119 Nassau St., New York. Any one of these should give good coverage, but it might be desirable to query each of them before making a choice. Consclidated is probably the largest. 5. For coverage of the domestic trade press, American Trade Prese Clipping Bureau, 15 Kast 26th St., New York, 1s recommended. 6. The International Fress Clipping Mureau, 5 Beekman St., New York, provides coverage of the foreign press. 7. Ag to rates, Consolidated charges 10¢ a clipping with a minimum charge of $10.00 a month. American Trade Press Clipping Bureau charges 15¢ a clipping, with a minimum of 412.00 a month. Dr. Wilkenson descrited efforts of the Swedish government and his company to perfect V-l type guided missiles and stated that they were experiencing considerable difficulty in matters of fuel consumption and that they had called in & German scientist who was an expert on the V-1. This German scientist in all of his calculations showed that their V-1 model should be actually getting five times as much range as they were getting in their experiments. 5. Dr. Wilkenson apparently had very definite ideas with regard to the much-discussed meteors) that have been seen over their country, but Colonel von. This opinion is baged on interrogation report data furnished by AC/AS-2 and preliminary studies by personnel of T-2 and Aircraft Laboratory, Mngineer- ing Divisio T-3. Observers have been inticated to be reliable and in some instances several observers have corroborated separate observations of the same phenomenon at the sane time. S. Outside the continental United States, an object and its trail were seen over Newfountlands a light which had the appearance of observed near Necker Island from an aircraft en route between Midway and Nonolulus a flying dise reputedly larger than @ DG-3 was sighted near Bethel, Alaska. @. In the Far fast, three radar intercepts of rapidly moving, unidentified objects were made by United States radars operating in Japan. @. Wo cormection has been iniicated between the " rocket" sightings the result of guided missile operations, and the unidentified flying objects sighted in the United States and Pacific areas. 2- Discussion of Reports &. Study of the various reports deseribing unidentified flying objects, lights, and amoke trails discloses that certain features are common to many of the observations as follows: (1) Im shape the objects are a thin disc, rounied on top and flat on the bottom, perhaps approximating a C-Sl in size, The front half of the dise is often circular, sweeping back to « square tail across the full width. (2) The surface ie described as metallic or light reflecting. (3) Mxctrene maneuverability, coupled with high lateral stability, is noted. Speed is high, with a snaking motion or a lateral oscillation, A few reports indicate an ability to hovers to appear suddenly as if from a dives to disintegrate or to disappear, perhaps by [PAGE 241] inereasing speeds to group quickly in a tight formation, and to take evasive action. Good control of flight is indicated. (4) Trail is ebsent, except in a few instances when the object apparently is operating under high performance conditions. The trail, when seen, seems to be very hot, as indicated by night obeerva- tions of a glowing trail, and a daytime observation of « trail that out a wide, clean swath in a cloud, (5) Sound is normally not associated with the sightings, although a hom or rumbling roar was heard in two or three instances. No connection between sound and trail is indicated. (6) Setimated level speed is normally greater than 300 knots. (7) Pormation flights ef three to nine objects are reported by several observers. (8) During one night observation, a change in glow from blue-white when approaching to a reddish glow when withdrawing was observed. This could indicate ran-jets. be The following are typical reports of observations of discs, and indicate the type and variety of the sources of informations v (1) On 7 duly, 1947, five Portland, Oregon, police officers saw varying numbers of discs flying ever different parts of Portland. All observations were made within a minute or two of 1305 hours. ‘ 4 (a) On.7 duly, 1947, William Mhoade of Phaenix, Ariz., cae a disc in the glow of sunset and teok two photographs. The resultant picture showed a round front and square tail in plan form. 4 (3) On 10 duly, 1947, @ Mrs Woodruff, PAA mechanic, observed « circular object flying at high velocity and leaving « trail. The sighting ocourrec near Harmon Field, Newfoundland. Two other persons also saw the trail. (4) On 11 July, 1947, three persona at Codroy, Newfound- land, saw a dise flying at high velocity and leaving a amoke trail. (5) On 29 duly, 1947, Kenneth Arnold, while flying near Tacoma, Washington, saw a formation of flying objects. iis sketch of their shape ‘corresponds closely to thet shown in the photographs made by Mr. Rhoads. [PAGE 242] an (6) On 4 August, 1947, the pilot and co-pilet of a 10-3, Al Jones, were near Bethel, Alaska, when they saw a flying larger than their 00-3. Their airplane was flying 170 mph, but dise flew out of sight in four minutes. 12 November, 1947, two flying discs trailing jet- were sighted from the bridge of the tanker Ticen= Second Officer Claude lee Williamson. Williamson said the two 45 seconds, moving at a speed estimated at 700-900 horison and curving westerly in a long, low arc» al of the observations made of Lights and trails or objects, are these three: On (1) 28 June, 1947, four USAF officers observed a som object which did not fly like a conventional aircraft. light was sighted over Maxwell Field, Alabama. (2) on 6 daly, 1947, several persons, including a USAY sergeant, saw @ strangely moving light over Birmingham, Alabama, A photograph was taken. (3) Om 12 September, 1947, the pilot and co-pilot of a Pan American aircraft, passing Necker Island at 0556 OCT, en route from Midway to Honolulu, saw a blue-white light approaching, changing to a reddish glow upon withdrawal. The pilot estimated speed of the light at about 1,000 mots, a. Targes withdrew in a climb to 54 miles before it faded. (3) Om 16 September, 1947, the sane MUW radar at Japan picked up a target at 89 miles and tracked it in te 19 miles, where it faded, Speed was 840 to 900 alles per hour. This observation indicates use of & homing receiver; fading at short range further indi~ cates the possibility of good radar evasion tecimique, The speed measurement is believed accurate, since it was made by a good crev, through a WO-mile long track. In addition to amalyzing the reports concerning flying discs and other phenomena observed both in the United States and eleewhere in the world, the idrectorate of Intelligence, USAT, has taken the follow ing ection: (1) Requested the “ir Material Gonmend te conduct an inde~ pendent investigation, The resulis of this study are contained in a leadquarters, AMC letter, Subjects "AM Opinion Concerning ‘Flying Riscs'," dated 23 September 1947, which includes recommendations for farther study of this problem. (2) Sought information from appropriate agencies to determine whether the phetiomena might be the result of highly claasi- fied project being conducted under United States auspices. esponses to cate have not indicated existence of any American developmental work which might explain the reported observations. (3) Submitted to a group of sclentists the question whether the "flying saucer" observations might be the result of some natural phenomenon, such as falling weteors. While it was admitted there was a possibility some few of the incidents could have been caused by natural phenomena, the scientists concluded that such phenomena could not have been responsible for all of the observations. (4) Requested the Federal Bureau of Investigation to cheek the possibility that the "flying saucer" episodes might be the result of a deliberately planned subversive effort to create mass hysteria, possibly Commmist-inspired. Sackgrounds of the first four persons who had reported sightings of flying disc were investigated by the PRI, with negative results in each case. (5) Vorwarded to the Air Weather Service a list of the first ten sightings reported by responsible persons for comparison with dates and lecations of the release of meteorological balloons. the resultant check indicated there was no connection, or coincidence, vetween meteorological balloons aleft and the times, dates, and locations of the selected sightings. (6) Investigated the possible existence of foreign aircraft projects which might be related to these observations. Of interest in this regard are two jerman designs that could be under current exploita- tion by the 0.5.5.8. (a) The “Morten brothers' "Parabola," a flying wing of low aspect ration and a very low induced drag. The forms of this design were crescent shaped. ae [PAGE 244] ee (b>) ‘The BF-130, a long range bomber, was a flying wing design that could satisfy the few indicated features of the "flying discs," (7) Analysed the possibility that the flying objects were if it poeseseed such en eending it near or a. Flying dises, as reported by widely scattered observers, probably represent something real and tangible, even though physical evidence, such as crash-recovered exhibits, is not available. While a portion of the observations may be the result of natural phenomena, such as meteors, or may have other conventional explanation, the likeli- heed that some observers actually saw disco~shaped objects sufficiently large to be compared in size with known aircraft cannot be dismissed. b. Considering the described conduct of these dise-like objects when sighted, it must be considered a possibility that they may have been bumgly controlled, either manually or remotely, or by pre-set automatic controls.
